2007-03-16 19:23:00 The Inter national Criminal Court (ICC) was established in 2002 as a permanent tribunal to prosecute individuals for genocide, crimes against humanity, war crimes, and the crime of aggression, although it cannot currently exercise its jurisdiction over the crime of aggression. The court can only prosecute crimes committed on or after July 1, 2002, the date its founding treaty, the Rome Statute of the International Criminal Court, entered into force. 104 states are currently members of the Court, and a further 41 countries have signed but not ratified the Rome Statute. However, a number of states, including the United States, China and India, continue to oppose it. Non-UN members may also become parties to the Court's statute under the Article 93(2) procedure. This is called "49-O".Why should you go and say "I VOTE NOBODY"? ... While other organs of the United Nations only make recommendations to member governments, the Security Council has the power to make decisions which member governments must carry out under the United Nations Charter. The decisions of the Council are known as United Nations Security Council Resolutions. The Security Council is made up of 15 member states, consisting of five permanent seats and ten temporary seats. The permanent five are China, France, Russia, the United Kingdom and the United States. These members hold veto power over substantive but not procedural resolutions. The ten temporary seats are held for two-year terms with member states voted in by the UN General Assembly on a regional basis.
