The Times -Tribune reports that a magisterial district judge has found Dawn Herb not guilty of disorderly conduct, saying even loud cursing is protected speech. Saul Kaplan, who convicted in 1992 of violating the Federal Election Campaign Act and fined $25,000,  received a pardon from President Bush on Tuesday.  In all, Mr. Bush pardoned 29 convicts and reduced the prison sentence of one more in an end-of-the-year presidential tradition.

The Scranton/Wilkes-Barre metro area was ranked among the most affordable housing markets in the nation in a study by the National Association of Home Builders and Wells Fargo. In the Scranton/Wilkes-Barre area, 81.5 percent of homes sold in the third quarter were within reach of a household earning the median income of $52,500 annually. By comparison, those earning median income in the nation’s least affordable market, Los Angeles, could afford only 3.7 percent of homes sold.

Local Troops Deploying To Afghanistan

23 area Guard soldiers, all members of the 55th Brigade Combat Team whose units are headquartered at the Watres Armory leave today for training at Fort Bragg, N.C., before deploying to Afghanistan in February with the 3rd Battalion, 103rd Armor Regiment, which is headquartered in Lewisburg. The 700-member force, which will provide security for provincial reconstruction teams during its 13-month deployment, includes elements from the 1st Battalion, 109th Infantry; 1st Battalion, 109th Field Artillery; 55th Brigade Troops Battalion, and 228th Brigade Support Battalion.

According to the Times Leader, in October a police officer in Scranton charged Dawn Herb with disorderly conduct after he passed her home and heard her, through an open window, cussing her toilet, which at the time was overflowing and leaking into the kitchen. Local Developer Investing In Penn Ave

The Scranton Times-Tribune reports that local developer Danny Joyce is investing about $1.75 million to renovate 324 Penn Ave., which formerly housed the Penguin Lounge and Restaurant, and 246 Penn Ave., the location of the former Pub Charles strip club. Plans call for developing the former Pub Charles site into space for commercial and professional tenants. and the former Penguin building for two restaurant-type businesses and eight apartments. It is an encouraging sign to see local developers investing in our downtown and I wish Danny luck.

According to the Scranton Times-Tribune, a man who worked as a mascot for the former Scranton/Wilkes-Barre Red Barons had nothing to say Wednesday before being sentenced to 11 to 27 years in prison for sexually assaulting a 14-year-old boy. Jay Hastings, 42, of Scranton, pleaded guilty in August to statutory sexual assault, involuntary deviate sexual intercourse, indecent assault and unlawful contact with a minor. He also pleaded guilty to possessing child pornography.

According to the Scranton Times-Tribune, contracts for construction of the $11.5 million Scranton Intermodal Center are expected to be rebid within the next few months, finally allowing the 10-year-old project to move forward. Kurt Kempter, the county transit system’s business development director, expects the project to be bid in late winter, with construction work beginning as early as spring. COLTS, Greyhound and Martz will be based there, and a passenger tunnel will connect the center with the Electric City Trolley Museum and Station. The intermodal center will have taxi stands, and it would be an important link if the proposed passenger rail line to New York City becomes a reality, Mr. Kempter said.

Local pariah Joseph Pilchesky is in the news again. According to the Scranton Times-Tribune, in a message on his website, Mr Pilchesky recommended public hangings for the mayor, two council members, a state senator, a Times-Tribune reporter and two of the paper’s publishers. Mr Pilchesky also referred to Times-Tribune staff writer Stacy Brown as "a black nigger" and suggested that Mr Brown “be dropped off in Mississippi in the ’30s as a reminder of what the people of his color have risen from.� As a resident of Scranton I am embarrassed not only for our city but for Mr Pilchesky and his family. Dr Martin Luthur King Jr once said "nothing in the world is more dangerous than a sincere ignorance and conscientious stupidity." I couldn't agree more.

A liquor levy created to aid victims the Johnstown flood could be redirected to help Scranton compensate for tax-exempt properties within their borders. House Bill 2018, referred to committee last week, would create the Tax-Exempt Property Municipal Assistance Fund, which would be funded by dedicating revenue generated by the 18 percent Johnstown Flood Tax to a new fund.
