Republican State Sen. Dan Patrick, who also is a conservative radio talk show host, said on Friday the money might convince the women to go ahead and have babies, then give them up for adoption. He said during a legislative conference in New Braunfels, 45 miles south of Austin, there were 75,000 abortions in Texas last year. "If this incentive would give pause and change the mind of 5 percent of those woman, that's 3,000 lives. That's almost as many people as we've lost in Iraq," Patrick said. Patrick has filed legislation to make the payment state law, but the legislature has not yet voted on it. His proposal calls for giving any woman going to an abortion clinic the $500 option, to be paid no more than 30 days after the baby is born and given up for adoption. A man who touted himself as "Pimp of the Year" was sentenced Friday to more than 23 years in federal prison.Matthew "Knowledge" Thompkins pleaded guilty last year to conspiracy to transport minors to engage in prostitution and conspiracy to engage in money laundering.Authorities said that the Bronx, N.Y., man had prostitutes working for him in New York; Atlantic City; Las Vegas; Philadelphia; Youngstown, Ohio, and other cities.When he was arrested in December 2005, authorities found two huge trophies in his home proclaiming him "Pimp of the Year."In a letter to U.S. District Judge Freda Wolfson asking for leniency, Thompkins, 37, wrote that at times he and the prostitutes who worked for him -- some of them as young as 14 -- "bonded as a family."Wolfson was unmoved. MONMOUTH - No charges will be filed against a bus driver accused of putting duct tape over the mouth of a 6-year-old girl last week on a bus trip between United High School near Monmouth and the elementary school in Alexis. Warren County State's Attorney Chip Algren said he spoke Wednesday with the girl and her mother, identified as Deanna Trout. He said Deanna Trout called him early Thursday afternoon and said she would not pursue charges. "I'm not intending on filing (charges), but that's based on the wishes of the family," Algren said in a telephone interview. Lately, the RIAA has been on a high-profile campaign to get college students that the RIAA believes have been involved in illegal file trading to settle lawsuits against them at a "discount". As part of this strategy, the company has tried to enlist universities to help them identify and turn over the names of offending students. But it's heartening to see that some universities aren't spinelessly acquiescing to the RIAA's demands. The University of Wisconsin has told the RIAA that it has no obligation to rat its students out unless it's compelled to do so by a subpoena. Meanwhile, the University of Nebraska has told the RIAA that it can't help them identify many of the students accused of file trading. The school's system changes a computer's IP address each time its turned on, and it only keeps this information for month. Authorities have charged a department store loss prevention officer with seeking sex from a 16-year-old girl after he found her shoplifting, according to court documents. Ryan Keith Johnson, 26, is charged with indecency with a child, a second-degree felony, and faces up to 20 years in prison if convicted. An arrest affidavit said Johnson told the girl that she had enough merchandise to be charged with a felony and that, "If you have sex with me right now, your record will be clean" during the March 7 incident at Kohl's on U.S. 290 in Sunset Valley. The girl then performed a sex act on Johnson in the loss prevention office, the document said. Investigators said in the affidavit that they later interviewed Johnson, who told conflicting stories about his encounter with the girl. A bunch of animals made a monkey out of a thief when they scratched and bit him as he stole a primate from a zoo, a court heard yesterday. The creatures were said to have gone wild as a gang, including Marlon Brown, broke into an enclosure to steal Bolivian squirrel monkey Spongebob. Brown bled from his wounds, allowing police to identify him through his DNA, it was alleged. Spongebob is valued at $2,000 on the black market. He was found in the street a few days later and returned to his home ? only to be spurned by his fellow monkeys. St. Paul A St. Paul third grader has been suspended after he brought a small bag of marijuana to school and showed it to his friends, police and school officials said Tuesday.The boy, a student at Benjamin E. Mays Magnet for Communication Arts and Leadership, was found with the drugs on Monday.A school official called police just before noon, after another student said the boy had been showing the pot to friends, the police report said.The boy said he found the marijuana at his home. His mother said someone must have left it there, said police spokesman Tom Walsh.The case was reported to Ramsey County child protection services, Walsh said. CALCUTTA, India (AP) - An Indian Airlines flight from Bangkok to New Delhi made an emergency landing in Calcutta in eastern India on Wednesday after a passenger said he had a bomb in his bag after a scuffle with another passenger, an airline spokesman said. The passenger, identified as a Mexican man, was drunk and became involved in fight with another passenger, said airline spokesman Pulak Mukherjee. When the crew tried to subdue him he shouted that he had a bomb in his bag, Mukherjee said. The crew informed the pilot who decided to make an emergency landing. The passenger was arrested and the plane was being searched by police, Mukherjee said. Methane emissions from cattle are responsible for 4% of harmful greenhouse gas emissions, and any reduction would be a major contribution to reducing global warming. Scientists at the University of Hohenheim in Germany say they have now tested a pill which in combination with a special diet and strict feeding times should make cattle less harmful to the climate. The pill, which is still being tested, breaks down the methane in the cows' stomachs, and also has health benefits for the cattle. A Bluffton woman was charged over the weekend for nearly biting the nose off a woman and severely biting a man on the cheek, authorities said. Police say Kellee E. Knight, 34, of 74 Shultz Road was drinking alcohol with her neighbors March 2 and became agitated when a 46-year-old man told her she was sitting on his credit card. She lunged at him and bit him on the cheek so hard that it broke the skin and left distinct upper and bottom teeth marks on him, said Bluffton Police Chief David McAllister. When a 41-year-old woman tried to pull her off, Knight bit her nose, causing enough damage to require plastic surgery, McAllister said. After Ramu promised in 2004 to marry Indran, she asked him to send her a total of about $45,000 for her mother's funeral expenses and for a friend's wedding, according to the court documents. Indran eventually grew suspicious of Ramu when she asked for more money and filed a police report in Singapore, the Straits Times said.
