A Two Tier Heath Care System

Premier Rodney MacDonald has been hinting at the possibility of creating a private health care system. The private system would compliment the current public system to lower wait times across the province. The benefits of a two tier system is that people who can afford to pay for services would have quick access to them. This would lower the wait times in the public system and could decrease costs to the province. The drawback would be that professional doctors and nurses would be more likely to choose to work in the private sector for higher salaries. If this were to happen we would have an even greater decrease in services available now. The only way a two tier system has any chance of working is to regulate the salaries of the people employed. The government would need to guarantee that the private system would in no way interfere with the free public health care now available. Out In The Cold

Last week a homeless man was denied access to a shelter due to being intoxicated and a disturbance to others. He was sent back out in to the cold -12 degree weather.Homelessness has always been a problem in the province. Many people can simply not afford to have a place to stay and support themselves. The shelters are designed to be a place of warmth and safety for these people, but are policies standing in the way of keeping them safe?If people are permitted inside these buildings when they are unable to control themselves then they become a hazard for everyone else using the shelter. It would be very difficult to expect volunteers to deal with people causing problems without putting themselves at risk at the same time.There is also the harsh truth that many homeless people turn to alcohol to help them forget their problems. Starting March 1st 2008, All Nova Scotian’s will have a drug plan if they choose to enroll. This new option will cost the government over $50 million. It will allow many families to get prescriptions they otherwise would not have been able to afford. At this point there have been few details. Dartmouth Man Killed By Taser

About 30 hours after receiving a taser shot, a Dartmouth inmate has died. The 45 year old man was arrested for an assault charge when he attempted to flee the scene. A struggle ensued and the taser was fired to subdue the man. his family claims they told police he had psychiatric problems and was not using his medication. He was sent to the hospital and cleared shortly afterwards. The Nova Scotia Justice Minister has ordered a review on how the weapon is being used by police. This could mark the 18th death in Canada this year at the hands of a taser weapon. A recent report suggested that tasers are saving more lives than they are costing Canadians. The taser is a valuable tool for law enforcement, however its use needs to be restricted. If a suspect is resisting arrest than a taser would subdue them. Right Whales Face Security Threat

The U.S. Navy is looking to implement a sonar security wall that could affect the Bay of Fundy. The sonar equipment would detect enemy ships and submarines in the Atlantic. This is the same equipment which was stopped from use in the Pacific United States due to concerns about the safety of the marine life. The sonar equipment has been known to cause internal bleeding and the "Bends" in whales. The use of this equipment could cause more damage to the declining population of species such as the endangered Right Whale. The current population of the Right Whale is estimated to be around 300. The equipment itself would be installed off the shore of North Carolina's Cape Hattaras. It will be another 4-5 years before it would take place, assuming they are not stopped beforehand. Nova Scotia has finally got a player inside the Hockey Hall of Fame . Al MacInnis was inducted yesterday after 23 season in the National Hockey League. He ended his career with 340 goals and 934 assists in 1416 games as a defenseman. Al MacInnis was drafted by the Calgary Flames in 1981. He was later honored as the MVP for the playoffs when the Calgary Flames won the Stanley Cup. He finished his career with the St. Louis Blues. He ranks third all time among defensemen for points and has won the hardest shot competition 7 times. He was a member of the All Star team a total of 15 times. The federal. Government has pitched $634 million towards improving the infrastructure of Nova Scotia. Priority has been put on the twinning of highway 104 in Antigonish. The money will also be used to improve road work and public transit. with all the hot topic issues in the province, what would you put $634 million towards? Public transit is a great start. People in Metro need a better system in place to move around the city. The is also a pressing need of moving people within the province. A better system to allow people to move from rural areas to urban areas is a must. Residents in rural Nova Scotia need access to urban areas for many reasons including medical appointments. The current system does not provide easy transport for these people. One investment we should also consider a priority is the repair and replacement of bridges across the province. There has been a push over the last week to have store owners remove large signs from their business. A bylaw passed last year states that advertisements must be less than 12 feet long. The law has places such as the Freak Lunchhouse on Barrington Street upset. Small business owners claim they will loose money due to the lack of exposure. Some owners believe that the law should be changed to reflect how the sign looks as opposed to it's size. The problem with that is there is no way to regulate the law. What looks out of place to one person could be perfectly fine with others. There is so much advertising in today society. it has come to the point that unless you have a big budget, it is hard to compete. Nova Scotia has survived yet another major weather system. The remains of Hurricane Noel slammed in to the Atlantic provinces causing a fair amount of damage. Over 125000 people were without power and some may have to wait 3 days before it returns. Power lines littered areas like Eastern Passage and trees blocked driveways across the province. The good news, if there is any, is that the public was prepared. Since the strike by Hurricane Juan in 2003, people have been a little shell shocked. Every major system causes line ups at big box stores everywhere. Candles and bottled water were in short supply. I was out during the brunt of the storm. At 3am the lightning was spectacular to watch over the horizon. The darkness and power outage made it impossible to see more than a few feet in front of you at any time. The deadliest hurricane of this season is now hitting Nova Scotia . Winds as high as 140 kms could be felt overnight tonight. It may no longer be classified as a hurricane, but the effects are still amazing. Thunder and lightning are lighting up the sky as I write. No power outages have been reported as of yet however they are expected. Have supplies near by and keep safe. I will write a full report tomorrow.

Doctor Shortage Reaches New Heights

Amherst's Highland View Regional Hospital has been forced to close for a full week. The three internal medicine doctors they employ are only willing to be on call one week a month. This leaves an entire week with no one available in the intensive care unit. Patients will be transferred to Halifax of Moncton. We have heard the shortage in rural Nova Scotia is great, but we now are seeing how much trouble we are in. If an ICU is forced to close, and may have to for a week every month, then what is next? We can not transfer patients to Halifax every time there is an emergency. The problem appears to be in the pay rate for on call doctors according to the director of public affairs for the Cumberland Health Authority. Ann Keddy states the pay is negotiated between the Doctor s Nova Scotia and Capitol Health. The province needs to soon step up and find some way to attract new doctors and keep the ones we have. The core of Halifax has lacked progress during the past decade. Many new development projects have been met by controversy from the public. The people need to soon decide if we keep our heritage or if we move towards growth. Skyscrapers may be an eye sore, but they create new jobs and attract big business. With our current state, we can not afford to let these opportunities pass us by. Cities like New York have cashed in on these structures and we could do the same. Elizabeth Pacey was at a meeting for the Heritage Trust. She wants the entire core designated as a heritage site. She stated: "If you bulldoze your heritage, you become just anywhere". If we did as she proposes then how could we ever hope to grow as a community. Our heritage does not lie in century old buildings which are ready to crumble. Bus Driver Makes Students Walk

A Ross Road school bus driver was suspended yesterday for kicking students off the bus. He will not return until an investigation is completed. The bus had mechanical problems. He was contacting the dispatcher when the students got out of control. He then told the students to get off the bus. He later asked them all to return but some either walked home or called their parents. The incident involved elementary and junior high students. The parents are upset that the driver expected the students to find their own way home. Obviously these students should not be forced to find alternate ways home. They are still young and should not be left unattended, especially when their parents are unaware of it. So what action should school bus drivers be expected to take? John Cline was a substitute teacher for the Annapolis Valley Regional School Board, until he turned the age of 65. At that point he was removed from their active substitute teacher list thanks to their policy which forced all people of this age to retire. Mr. Cline went to the human rights board and they agreed that this policy discriminated against him based on his age. The school board has been ordered to pay $13,000 in damages and lost wages and have since removed this policy. Forced retirement is a policy which has been considered by many companies, however they may be forced to reconsider after this case has come to and end. Forcing people to leave their work because of their age is the definition of discrimination. Why is someone at the age 64 qualified to teach, but someone at the age of 65 is not? An executive in northern Nova Scotia was suspended over the weekend due to his "support" for Bill Casey who was kicked out of caucus earlier in the year. The executive was told to either find a new candidate for the position or to quit his position. The executive chose to call for a public meeting to get the opinion of the voters before deciding. This type of forced politics is not a game that should be played. Bill Casey was kicked out of caucus because he was vocal about our province loosing the original Atlantic Accord. He stood up for what he believed in and was kicked out because of it. Now an executive wants the publics opinion on how to handle the situation and he is suspended as well. Our Environmental Initiatives

Today is part or a world wide initiative to bring awareness to issues concerning the environment on the blogosphere. It is being called "Blog Action Day" and I have decided to take part as well. I am going to review some of the ideas our province has used to take steps in saving our environment and what else we could be doing. The green cart pickup has been one of the most successful programs thus far. All compostable material is placed in a separate bin to be diverted away from the landfills. Many families take part however there are some that feel it takes too much time to become involved with. I would like to see more awareness created for this project as well as a website created which breaks down exactly what can and can not be placed inside our green carts. One of the newer plans is to convince people to use more fuel efficient automobiles. A tax has been issued on cars such as the "Hummer" which do not meet environmental standards. Atlantic Accord Resolution

So the drama of the Atlantic Accord may have finally come to and end. Rodney MacDonald and Stephan Harper signed a new deal which may be better or worse than the previous one. The deal will have us gain less money in the short term, but if offshore business does well then we could end up with hundreds of millions more than planned. Rodney MacDonald may have went against the wishes of the public by having a new deal created which differs from the old one, but it was probably our only option. Stephan Harper has stuck to his guns and in the end I am confident that this version of the Accord is still good for the province. The main goal of becoming self efficient has still been met. The signing has also put peace back in to the relationship between the federal and provincial Tory party. Newfoundlands Danny Williams is still upset and demanding the old deal, but now Nova Scotia can move on and get back to business.
