DILI, 20 March 2008 (IRIN) - A month after the attacks in Timor-Leste that left rebel leader Alfredo Reinado dead and President Jose Ramos Horta wounded, some of the 30,000 internally displaced people (IDPs) living in camps throughout Dili, the capital, are returning home.

During the past week, a total of 34 security incidents were reported for the whole country; most of those were in Dili. The majority of security incidents continue to be low-level assaults and minor public disturbances. There were no incidents of group fighting. A total of 155 arrests were made, primarily for curfew violations.

Trials of criminal cases at the Baucau District Court

During the second week of March 2008, in accordance with the list of scheduled hearings, the Baucau District Court conducted hearings in 7 criminal cases, including both serious cases (panel) and minor cases (single judge) as well as several cases of domestic violence and rape. The hearings relating to domestic violence and rape were declared open to the public.

The security situation across the country remains stable but fragile. The 10pm to 6am curfew continues. During the past week, a total of 26 security incidents were reported for the whole country; 22 in Dili and 4 in the districts (reporting period 5-11 March ). The majority of security incidents continue to be low-level assaults and minor public disturbances. Two homicides were reported in Dili and one in Bobonaro. There were no incidents of group fighting. A total of 157 arrests were made, primarily for curfew violations.

The controversial Indonesia -East Timor "truth" commission into the violence surrounding East Timor's historic 1999 vote for Independence will hand down its final report within weeks. The Commission of Truth and Friendship (CTF) will have the authority to recommend amnesties for those who perpetrated human rights abuses, but has no power to order prosecution.

Stephanie March, Dili March 15, 2008 EAST Timor's police and military have been accused of beating and torturing citizens since a state of emergency began following the February 11 attacks that left President Jose Ramos Horta wounded and rebel leader Alfredo Reinado dead. A report by the Ombudsman for Human Rights detailed eight separate incidents of beatings, unlawful detention and harassment by the police, known as the PNTL, and military, or FDTL, under the state of emergency, but sources from Parliament and police say the numbers are much higher.

Hundreds of joint security forces had surrounded the rebels for several days in the jungle in Ermera district, 75 km (47 miles) west of the capital, Dili, but they refused to surrender, operations commander Major Virgilio dos Anjos Ular said.
