Britain to win EU treaty demands
2007-10-12 03:14:00
European Commission President Jose Manuel Barroso said here Thursday there is "every reason to believe" Britain will achieve the concessions it has demanded in the new EU treaty."I have every reason to believe the opt-outs that were so hard fought for by Britain are going to be kept in the text. Now we need to have this matter settled and move on," the president said at a press conference after meeting British Prime Minister Gordon Brown in Downing Street.Britain's opt-outs over areas including foreign policy and tax have been hard fought for.Barroso said he was "well aware of the specific concerns of Britain" regarding the agreement, but added it was important for EU nations to "pull together" to continue to be "a Europe of results" which delivered "concrete benefits to the citizen."Barroso said Britain was an "absolutely indispensable" part of the EU.Repeated calls for a referendum on the treaty by both the opposition Conservatives and Britain's Independence Party have been cons...

China, Japan start fresh talks on East China Sea
2007-10-12 03:09:00
China and Japan started the 10th round of talks on the East China Sea issues in Beijing on Thursday. Director of Chinese Foreign Ministry's Department of Asian Affairs Hu Zhengyue attended the talks as top Chinese negotiator. The Japanese delegation is represented by Kenichiro Sasae, headof the Foreign Ministry's Asian and Oceanian Affairs Bureau, and Harufumi Mochizuki, director-general of Japan's Natural Resources and Energy Agency. China will continue to push forward the consultation with a positive and pragmatic attitude, in accordance with the agreement reached by the leaders of the two countries, Chinese Foreign Ministry spokesman Liu Jianchao said here Thursday. China hoped Japan would make the same efforts so as to find a joint exploration plan accepted by both sides, Liu said. The two sides will discuss, among other topics, the maritime area of joint exploration and the meeting is open-ended, sources with Chinese Foreign Ministry revealed. During Chinese Premier Wen...

UN rapporteur calls for biofuel production moratorium
2007-10-12 02:55:00
The United Nations special rapporteur on the right to food Jean Ziegler demanded on Thursday an international five-year ban on producing biofuels to combat soaring food prices.Ziegler, a Swiss national, said the conversion of arable land for plants used for green fuel had led to an explosion of agricultural prices which was punishing poor countries forced to import their food at a greater cost."232 kg of corn is needed to make 50 liters of bioethanol," Ziegler was quoted by the Swissinfo website as saying. "A child could live on that amount of corn for a year."Using land for biofuels would result in "massacres", Ziegler said, predicting a reduction in the amount of food aid sent to developing countries by richer ones."It's a total disaster for those who are starving." he said.Ziegler's proposal for a five-year moratorium, which he plans to submit to the UN General Assembly on Oct. 25, is aiming to ban the conversion of land for the production of biofuels, Swissinfo said.Ziegler ho...

Turkey recalls ambassador to US
2007-10-11 23:59:00
Ankara is recalling its ambassador to Washington for consultations amid anger at a vote in Congress labelling the mass killing of Armenians as genocide. The passing of the resolution by a House committee on Wednesday despite appeals by the Bush administration was denounced by President Abdullah Gul. Turk ey accepts there were mass killings in 1915-17 but denies genocide. Turkey's foreign ministry said the ambassador would return to Turkey for a stay of "a week or 10 days". "We are not withdrawing our ambassador," said ministry spokesman Levent Bilman. "We have asked him to come to Turkey for some consultations." US President George W Bush had argued against the resolution, saying its passage would do "great harm" to relations with "a key ally in Nato and in the global war on terror". Turkey is a regional operational hub for the US military, and some suggest access to Incirlik airbase or other supply lines crucial to US forces in Iraq and Afghanistan, could be affected by the row.

Moscow warns against hasty steps on Iran before UN report - 1
2007-10-10 22:10:00
Russian Foreign Minister Sergei Lavrov urged the international community to wait for the UN watchdog to provide its report on Iran 's controversial nuclear program before taking any action. "Until the IAEA [International Atomic Energy Agency] reports what is happening in Iran ... any radical measures would be irresponsible," Lavrov said on Wednesday. The minister also said that disputes should be settled based on UN resolutions, rather than via political pressure and sanctions. "When we hear cries to use force against Iran... we ask ourselves what this could lead to," Lavrov said. "We are against dividing the world into 'our own' and 'the others', into democrats and outcasts," he added. Lavrov said Russia stood for dialogue between civilizations, and the settlement of disputes based on international law, with the UN's Security Council playing the key role. In conclusion, the minister said that Russia, as a multi-ethnic and multi-denominational country, would not allow itself to...

Russia urges Turkey to show restraint over Iraq's Kurds
2007-10-10 22:05:00
Moscow has called on Ankara to exercise restraint and desist from the use of force against Kurdish militants based in Iraq, a Russia n Foreign Ministry spokesman said on Wednesday.Mikhail Kamynin said Turkish authorities earlier announced their readiness to counter the mounting threat of terrorism, including, if necessary, the conduct of a cross-border operation in the neighboring state. "We urge all parties in the conflict to exercise maximum restraint and demonstrate the ability to assess the long-term effects of their actions, including those that might further aggravate the situation," he said. Turkey has been amassing troops on the border with Iraq, while artillery units have been shelling Kurdish positions across the border. The situation is especially serious in southeast Turkey, where 15 military servicemen were killed recently by Kurdish separatists. According to Turkish intelligence services, 3,500 to 3,800 activists from the Kurdistan Workers Party (PKK) are being trained ...

China acussed India has violated border agreement
2007-10-10 22:02:00
China on Tuesday claimed that India had built facilities on its side of the Sikkim border in violation of the bilateral agreement on maintaining peace in the region. The claim came a day after Indian government sources said the Chinese army personnel recently demanded removal of two bunkers on the border in Sikkim, which was outrightly rejected. "The facilities built by India on the Chinese side of the border line are in violation of the agreement between China and India on maintaining peace and tranquillity in the border region," Chinese Foreign Ministry spokesman, Liu Jianchao, said here. The spokesman confirmed that China had requested India to remove the facilities. He also rejected as groundless reports that Chinese troops have made incursions into Bhutan. Indian government sources had said that Chinese army personnel kept on transgressing at certain places along the Line of Actual Control (LAC) in an attempt to assert their claim on certain Indian territories. " We (India an...

US to support India in getting some Nuclear deal steps cleared
2007-10-10 21:57:00
The United States on Wednesday said it would support India 's effort in getting some of the steps cleared for finalisation of the Indo-US civil nuclear deal but those steps have to be taken by India. "There are a number of different steps that need to be taken in order to finally conclude all aspects of this agreement. It's going to be up to the Indian government to go through some of those steps on their own," US State Department spokesman Sean McCormack said. "Of course, we support them in those efforts. The timing of that is going to be up to them, though," he said. McCormack also said that the Bush administration has taken note of the recently introduced Sense of Congress Resolution, in the House of Representatives, by three members calling for stringent curbs in the pursuit of nuclear trade with India. "We took a look at it, and we're going to keep working with not only those two representatives but others in the Congress to move forward on this deal," he said. They're i...

Turkey prepares for cross-border strike on Kurds
2007-10-10 21:43:00
The Turkish Prime Minister said today that he had ordered preparations for a possible military strike in northern Iraq in pursuit of Kurdish rebels launching attacks on Turkey from cross-border bases, despite strong opposition from Washington. “Preparations for parliamentary authorisation have begun,” Recep Tayyip Erdogan told reporters in Parliament, just days after the killing of 13 government troops in an ambush that outraged the country and marked the latest in a spate of intensified attacks by the separatist Kurdistan Workers Party (PKK). At a high-level terror summit earlier this week, chaired by Mr Erdogan, Turkey’s senior civilian and military authorities decided to consider “every kind of legal, political and economic measure, including an incursion across the border”. Parliament would still have to officially authorise any military action and the final decision rests with the Government, but the current sabre-rattling is the most purposeful it has been for some t...

Putin snubs Sarkozy over stance on Iran
2007-10-10 21:13:00
Vladimir Putin brushed off efforts today by President Sarkozy of France to persuade Russia to be more co-operative in its dealings with the world. He notably stuck to his refusal to put more pressure on Iran over its nuclear plans. Mr Sarkozy, on a two-day “tough-love” mission to Moscow, was visibly embarrassed when the Russian President failed to share in his upbeat account of the rapport that the pair had struck together at a private dinner at Mr Putin’s home. Talking in formal, deadpan tones in the white and blue splendour of The Catherine Hall in the Kremlin, Mr Putin said nothing to substantiate Mr Sarkozy’s claim last night of a Russian change of heart over Iran. “We do not have information that Iran is trying to create a nuclear weapon,” Mr Putin said. “We operate on the principle that Iran does not have those plans. But she share in the concerns of our partners.” Iran had already co-operated with the United Nations and Russia would continue to co-operate with...
Putin plays down Iran bomb fears
2007-10-10 21:02:00
Moscow has no information that Iran is trying to build a nuclear bomb, Russian President Vladimir Putin has said. But he said the Kremlin shared the West's concern that Tehran's nuclear programme should be "transparent". Mr Putin was speaking after talks in Moscow with French President Nicolas Sarkozy, who said the two countries had made progress on the Iran issue. Iran denies accusations that it is seeking to build a nuclear bomb, saying its programme is for civilian use. "We do not have data that says Iran is trying to produce nuclear weapons," Mr Putin said at a joint news conference with Mr Sarkozy. "Therefore we proceed from a position that Iran has no such plans but we share the concern of our partners that all programmes should be as transparent as possible," the Russian leader added. Kosovo issue Mr Sarkozy, for his part, said Paris and Moscow had made progress towards resolving differences over Iran. He said their positions were moving "towards the same path", but gave no...

India holds key in NATO's world view
2007-10-09 00:32:00
by M K Bhadrakumar Summing up the 10-year ties between Russia and the North Atlantic Treaty Organization (NATO), a Russian military analyst wrote, "Relations between the two are a marriage of convenience, where husband and wife live together, often socialize with others as a couple, and show every sign of respect for each other. "At the same time, they sleep in different rooms, and have separate households and personal expenses. Each side is primarily pursuing its interests, and although the couple is formally married, they cannot be called a real family." A portrait of arranged marriages wouldn't unduly perturb India ns. But it would be a sobering thought for Delhi how shockingly brief Russia's dalliance with NATO turned out to be when it rubbed against the realities of life. As NATO steps up its courtship of India, Delhi too will have to think about the kind of relationship it desires. Not surprisingly, when Indian Foreign Minister Pranab Mukherjee and NATO secretary general Jaap...

Kremlin faithful prepare for second coming of President Putin
2007-10-09 00:21:00
A SHADOWY group of Kremlin insiders is urging President Vladimir Putin to return to his post just one year after he steps down in March, when his second and supposedly final term ends. The siloviki, as the group of former KGB officers is known, want Putin to serve as president for at least another eight years and possibly until 2023. The constitution blocks anyone from serving more than two consecutive terms. Last week Putin took some of his closest aides by surprise when he hinted that he might become prime minister. According to the siloviki plan, he would come back as president after a short stint as prime minister. This would not require a change to the constitution because there would a brief interval between his second and third terms. Once back in the Kremlin, Putin would be legally entitled to serve two more four-year terms. “For more than two years the assumption was that Putin would bow out of Russian politics for good when his tenure ends in the spring. Now there’s be...

UK Iraq troops to be cut to 2,500
2007-10-09 00:06:00
British troop numbers in Iraq will be reduced to 2,500 next spring, Prime Minister Gordon Brown has told MPs. The cuts go further than last week's announcement that forces would be cut from 5,500 to 4,500 by Christmas. Mr Brown said Britain was able to cut its troop numbers "because the Iraqis are now able to take responsibility for the security themselves". The Iraq statement came as the PM seeks to regain the political initiative after deciding not to call an election. He says he decided not to call an election because he wanted to set out his "vision" for Britain - but the opposition say he "bottled out" of calling an election because opinion polls turned against his party. There were boisterous scenes in the House of Commons as Mr Brown made the statement. He said the handover of the UK-controlled Basra province would be made in "two distinct stages". It would start with British forces training and mentoring Iraqi security forces, securing supply routes to the Iranian border and ...

'Dissed' by Kim Jong-il
2007-10-04 17:40:00
by Collin BaberIn the North Korean version of Korean chess, the leader of the south side of the chessboard is not allowed to be king like on the north side, but is a piece of lesser rank. Likewise, when South Korean president Roh Moo-hyun traveled to North Korea to meet with his counterpart, chairman Kim Jong -il for a bilateral summit this week, he found himself treated as an inferior, apparently unworthy of mutual respect. Roh had been clamoring for a summit with Kim for years, and after a recent delay, was finally granted the rare opportunity to go north before the end of his presidential term. In an effort to humanize his journey north, Roh walked across the border, and after driving to Pyongyang, got out and walked up to meet elder Kim, who stood still, flanked by his tough-looking honor guard. From the very beginning, the meeting was one where former propaganda-writer and experienced film producer Kim, played not host, but the director of a special media narrative, using Roh to...
Korean leaders sign pact that puts nations on path to peace
2007-10-04 17:34:00
In an unprecedented step towards achieving peace on their bitterly divided peninsula, North and South Korea today agreed to end military hostilities and work on a full-fledged peace treaty. The signing of the declaration which went further than some analysts had predicted and was hailed by some as a breakthrough, was the closing act of a three-day summit in Pyongyang between President Roh of South Korea and the enigmatic dictator of the communist North, Kim Jong Il. The summit was only the second such event ever held between the two nations and, some judged, represented the first time that Mr Kim has – via his signature – personally shown any commitment to de-nuclearisation. Others criticised the declaration as skating around human rights and the red-hot issue of the North’s nuclear capabilities, which earned only a single sentence that called for the smooth implementation of any agreements made at the separate six-party talks involving the US, China, Japan and Russia. Their ha...

Korean leaders issue peace call
2007-10-04 17:28:00
The leaders of North and South Korea have signed a joint declaration calling for a permanent peace deal on the Korean Peninsula. South Korean President Roh Moo-hyun and the North's Kim Jong-il issued the declaration after a three-day historic summit in Pyongyang. They called for international talks on a treaty to replace the armistice that ended the 1950-53 Korean War. The agreement came a day after the North agreed to end its nuclear plans. Officials involved in separate, international talks aimed at ending North Korea's nuclear programme confirmed that Pyongyang had committed to a timetable to disable its nuclear facilities. 'Permanent peace' Mr Roh and Mr Kim shook hands and drank a toast after they signed the eight-point declaration. The agreement stated: "The South and North share the view that they should end the current armistice system and build up a permanent peace system." It called for leaders of nations concerned to meet on the Korean Peninsula and agree an end to the...

Red October: Russia, Iran and Iraq
2007-09-20 01:20:00
by George FriedmanThe course of the war in Iraq appears to be set for the next year. The Bush administration essentially has selected a course of action that consist in maintaining the current mission and force level or retaining the mission but gradually reducing the force. The mission -- creating a stable, pro-American government in Baghdad that can assume the role of ensuring security -- remains intact. The strategy is to use the maximum available force to provide security until the Iraqis can assume the burden. The force will be reduced by the 30,000 troops who were surged into Iraq, though because that level of force will be unavailable by spring, the reduction is not really a matter of choice. The remaining force is the maximum available, and it will be reduced as circumstances permit.Top U.S. commander in Iraq Gen. David Petraeus and others have made two broad arguments. First, while prior strategy indeed failed to make progress, a new strategy that combines aggressive securi...

British exit from Basra has led to drop in violence, says General David Pat
2007-09-20 00:27:00
America’s top military commander in Iraq acknowledged yesterday that Britain’s recent withdrawal of 500 troops from the centre of Basra and the handover of security responsibility for the city to the Iraqis had already paid dividends. General David Petraeus, in London to meet Gordon Brown and senior Cabinet ministers, denied that there had been a spat between the United States and Britain over the withdrawal of the British troops from Basra. “I don’t know where that came from,” he said, speaking at a press conference in Whitehall before heading for 10 Downing Street. General Jack Keane, an architect of the American surge policy of deploying 30,000 additional US troops to Baghdad, indicated recently that there was concern that a British withdrawal would lead to an increase in violence in Basra, and said there were fears that the Americans might have to backfill in the south with their own troops. However, General Petraeus, giving the Government his own assessment of the way...
