The state Senate on May 19 passed a budget amendment to restore some funding to the Department of Public Health’s (DPH) AIDS budget that had been cut in the Senate Ways and Means Committee’s original proposal for Fiscal Year 2010 (FY10). State Sen. Sonia Chang-Diaz (D-Boston) filed the amendment, which brings the state’s AIDS budget up to $35.3 million. Ways and Means had originally funded DPH’s AIDS budget at $34.4 million. If you didn't already know, December 1st is World AIDS Day. In doing a little background checking on this, it's hard to believe that 2008 marks the 20th anniversary of World AIDS Day. From a medical standpoint, I think that we've made some great strides in this area. From a social and cultural standpoint, I remember the attitude around in the mid-1980s to HIV/AIDS - mainly because medicine didn't know a lot back then. Tapping into the pulse of America back at that time inspired movies like Philadelphia and And The Band Played On.Even though HIV/AIDS education has come a long way in 20+ years, HIV/AIDS advocates still are driving toward more research and more education. And, I don't fault them for that. World AIDS Day is observed every year on December 1st.The World Health Organization established World AIDS Day in 1988. World AIDS Day provides governments, national AIDS programs, faith organizations, community organizations, and individuals with an opportunity to raise awareness and focus attention on the global AIDS epidemic.Here's a few facts about HIV/AIDS. In 2007 the estimated number of persons living with HIV worldwide was 33.2 million and there were 2.7 million people newly infected.The first antibody HIV test becomes available in 1985.In 1987 the "Global Programme On AIDS" is launched by The World Health Organization.So today lets remember those friends and family members we have lost to this global killer. And, take time to thank all those who give their time and money to help beat this deadly virus. This is the last Monday in October, so in the final installment of "Refining Your Leg Aids" we will discuss the amount of leg pressure to use to cue your horse.It is very important that we teach our horses to be light and responsive, yet I see many riders with stiff and rigid legs.  The fix just takes some thought, understanding and practice.Try this:Open your left hand all the way open and don't be shy.Take your right index finger and touch the palm of your left hand.  Don't press your finger into the palm of your hand, just use the weight of your finger to touch it.That is how much leg pressure I use to cue a broke horse to turn.  There are times I will need more leg pressure for things, such as collecting the horse while trotting, teaching him something new, etc. but in general when asking the horse to turn or change a gait I will use just a touch of my leg to communicate with the horse.Touch your palm again a few times, yes it really is that light.
