New Japan Traffic Regulations

The new laws affect both cars and bicycles.Motorists aged 75 or older are now required by law to display a momoji, maple leaf sticker on their cars. (The mark refers to drivers in the "autumn" of their lives and has drawn criticism for its "withered" symbolism). Drivers who have just passed their driving tests are given a "green" mark for their first year. Drivers failing to display the momoji sticker will be fined 4,000 yen (approx. US$38) and receive one penalty point on their license.However, the law and its enforcement remain vague. The National Police Agency has said it will hold off imposing fines on the elderly for a period of 12 months until June 2009.The wearing of rear seat belts also became "mandatory" from June 1 but only on expressways. This is an initiative by the Land Transport Authority (LTA) in a study to meet the transport needs of diverse groups of people. The trial period is from May 24 to November 24 this year. Foldable bicycles will be allowed on MRT trains every weekday during off-peak hours and on SBS and SMRT buses on weekends and public holidays. The trial is one of several initiatives announced during the Land Transport Review. The Review recognises an increasing trend of people cycling for sports, recreation or as a means of transport. Although the move gives cyclists more convenience, LTA spokesman Jeremy Yap said public safety must still come first. Sunday was 'Car Free Sunday', part of European Mobility Week."All 19 Brussels municipalities took part, with cars, lorries and motorbikes - except those required for professional reasons - banned from the roads. This was a Europe-wide initiative and the EU estimates that around 1,000 cities and municipalities answered the call. The event was a massive success, a day with very few cars on the roads, instead they were chock-full of cycling, rollers-skating hordes. People were travelling basically on anything on wheels that did not require to be petrol-driven.
