How Canada Savings Bonds and Canada Premium Bonds Work

A reader emailed me asking about my thoughts on Canada Savings Bonds. Basically, she has been withdrawing a portion of her paycheck every two weeks to purchase some CSB’s, but really doesn’t know how they work.   Most of the details can be obtained from the official CSB website, but I will dissect the info and summarize the main points. So lets get down to the basics. What is a Canada Savings Bond (CSB) or a Canada Premium Bond (CPB)? The Canadian government offers both CSB’s and CPB’s once a year and can be purchased within a certain date range (Oct -> April).  These bonds are very similar to a GIC where they provide a guarantee on the capital invested with various options on redeeming. The difference between the CSB and CPB is in their rates and when you can redeem them.  Of course, the greater the redemption restrictions, the higher the interest rate. Now here's a great idea from Republican gubernatorial candidate Dan Proft. Noting that Illinois bonds have been downgraded thanks to irresponsible and incompetent state legislators, he suggests that instead of getting paid in dollars, they should be forced to take their salary in state bonds. As good as the idea is, however, I don't think it goes far enough. They should be paid in worthless confederate dollars. Bonds will continue to wait for a phone call.  I believe he would've put aside negative feelings for Boston, had the Red Sox come calling.  Just for the fun of it, the following contending teams have gotten below-average production out of the DH spot: Indians, Tigers, Angels, Twins, Blue Jays.  You could probably find a reason for each of these clubs to pass on Bonds, however.

If the call comes, does Theo Epstein pick up the phone? From a pure baseball standpoint, it makes sense to reach out and snatch the receiver to his ever-ready listening ear. From the standpoint of everything else, just let it go to voicemail. It's natural to conclude that Barry Bonds has noticed the suddenly gaping hole in the Red Sox lineup now that David Ortiz has been lost indefinitely with tendon sheath damage in his left wrist. It's probably pretty easy to figure out that Boston might be willing to seek replacement avenues should the relatively sunny forecast (out a month) turn into the dreary possibility of season-ending surgery.
