I don't think the team saw Gotay in their future and simply tried to slip him through waivers as an insurance policy, which they didn't mind losing if it happened. On a defense minded team Ahern or Machado would get the call over Gotay, he was given the call last year because Ahern was pouting after not making the team, this year the team is very high on Machado. Tatis hype was probably an attempt to lessen the blow or give an explanation. Clark clearly won the position and he gives the team much more versatility, over a weak hitting player who will try to play 4-5 positions.
