Folks, it's not over yet. Yes, the CTA board on Thursday adopted a 2010 budget with no fare hikes and service cuts. But we haven't heard the last from the board on this budget. The CTA still has almost three months to find about $100 million to avoid all the service cuts. Granted, the CTA probably won't find enough to avoid ALL service cuts, but I'm convinced they will keep working to find more cash. Hell, they found $1 million earlier this week just by asking vendors to cut contract costs by 4 percent. So there still may be hope for that 49X Western express bus, Martha. Weekend work. The CTA board is set to approve the 2010 budget at a 10 am meeting today, and thanks to sleight of hand by Gov. Quinn, the meeting and budget won't be as big a downer as once thought. No big fare hikes, but still service cuts remain for now, and with those cuts come 1,100 layoffs.The deal calls for the RTA to borrow $166 million over the next two years for CTA operating funds. The state would pay the interest of almost $16 million in 2010 and 2011. After that, the RTA is on the hook for the interest.Gov. I spent $63 this week (which ended Tuesday for me), mostly stocking up on DiGiorno frozen pizzas with a coupon/sale combo. Since I went $15 over budget last week, that means I came in just under my $80 weekly grocery budget and I'm back to a clean slate for the current week. I also acquired tons of food in the big Jewel Catalina deal, but I didn't pay for any of it. That's right, for about $200 worth of soup, broth, yogurt and other groceries, I paid nothing. Some of my transactions were small moneymakers, which, along with some of the $x/$xx coupons that have been popping up at Jewel lately, cancelled out the tax I paid on the break-even transactions.

I spent $80 there on my usual TJs staples, like organic peanut butter, organic potatoes, carrots and celery, organic fruit (apples and pears this time), hummus, whole-wheat cous cous, wild salmon (I usually buy the cheaper silverbrite and cook it in a curry dish to compensate for the blander taste) and wine. I also got two organic chickens at $2.79 a pound, some nitrate-free ham for Nutmeg's lunches, and one jar of simmer sauce for an easy dinner (probably with that silverbrite salmon).

Well, the CTA is almost halfway toward filling that $300 million budget gap. Unfortunately, $90 million of the $122 million in cuts and "efficiencies" announced Wednesday comes from transferring eligible capital funds to the operating budget.
