3M Co.'s (NYSE:MMM) board approved a $7 billion two-year share buyback and raised its quarterly dividend by 4.3% to 48 cents per share. MMM shares are up 1% in pre-market trading. 3M was upgraded by Soleil to Buy from Hold.
