By ANDREA VanVALKENBURG Staff WriterNot long ago, a Plattsburgh woman forced her dementia-impaired housemate to kneel on hot tarmac; a Utica man just last week was sentenced for letting his mother starve to death covered in her own excrement -- those are just two cases in an alarming social trend.Across the nation and even in the North Country, the elderly are more often falling prey to those they love and trust the most.In the last decade, there's been a drastic increase in the number of abuse and neglect cases involving the elderly and many more go unreported each year.It can involve neglect, emotional trauma, physical abuse or financial exploitation and typically happens to people in their 60s, 70s, 80s and 90s."Elder abuse and mistreatment is an equal-opportunity social issue. It can happen to anyone," said Art Mason, of Lifespan of Greater Rochester, during a recent elder-abuse training seminar.

A former caregiver was arrested Wednesday after he allegedly stripped one of his patients naked and hosed him off outside in front of children after the patient had defecated on himself. Carl Anthony Maycock, 52, Fort Walton Beach, was arrested Wednesday morning on one third degree felony count of abusing a disabled person. If convicted, Maycock could receive up to five years in prison and a $5,000 fine. Maycock is a former caregiver at the Fort Walton Beach Developmental Center.According to a probable cause affidavit , one of Maycock?s patients had defecated on himself on Sept. 30, 2007. Rather than taking the man into his room to clean him off, Maycock allegedly pushed the wheelchair-bound man on to the back patio, where he stripped him down and washed him off with the water hose. I contacted her family to advise them of my appointment as successor guardian. Many hung up on me and at least two relatives cursed me out.I located Mrs. J. in a nursing home. by Maria M Gallo ,Esquire.I also know of at least one Adult Protective Services investigator/social worker in this circuit who was called into a case via the abuse hotline.She arrived at the hsopital to find the elderly victim in severe medical distress, having suffered some period of time, from severe medical neglect. The Adult Protective Services investigator correctly identified a VERY EXPENSIVE ring ($80,000) on the lady's finger and properly turned it over the lady's court-appointed attorney for inclusion in the lady's inventory.This ring could easily have disappeared and it might have been checked off as being lost by the hospital or lost at the lady's home or a host of other possibilities. Instead this very expensive ring was able to be included among this lady's assets and legacy.There are some good investigators and social workers. Let's give credit where credit is due.

Senator Roy Ashburn (R- Bakersfield) announced yesterday that Senate Bill 692 to expand caregiver background checks passed its first hurdle in the Senate Public Safety Committee on a vote of 4-0.Under current California law, participants in the In-Home Social Services (IHSS) caregiver program for low income patients must be cleared through a Department of Justice background check. Unfortunately those caught in the middle, people who don?t qualify for IHSS, but cannot afford to use a private agency, lack the legal authorization to request a background check on a potential in-home caregiver. April 13, 2007 RIVERSIDE, Calif. A married couple who worked as caregivers for a 70-year-old disabled woman were arrested in connection with the woman's death, Riverside police reported Friday.Rebecca Marie Perez-Welch, 35, and her husband, Timothy Welch, 38, were arrested Thursday afternoon, according to Riverside police.Perez-Welch was arrested on suspicion of murder and her husband was booked for alleged elder abuse, said Riverside police Sgt. Pat Watters."Though she was in poor health, suspicions regarding her cause of death were raised as members of the household were interviewed," police said.Anyone with information that might help the investigation was encouraged to contact Riverside police homicide detectives at (951) 826-3264.
Japan Eases Licensing Requirements for Filipino Nurses and Caregivers

Japan's Kyodo News Agency reported Sunday that the welfare ministry is creating a new eased license category for filipino nurses and caregivers to facilitate entry of filipino healthcare workers to japanese healthcare facilities under a bilateral free-trade agreement between the two asian countries........Under the agreement signed last September by then Japanese Prime Minister Junichiro Koizumi and Philippine President Gloria Macapagal Arroyo, Japan plans to accept 400 nurses and 600 caregivers in the first two years from fiscal 2007 starting April 1, 2007........The new eased licensing system will pave the way for those who have not passed a national exam as they will be certified as a "practical" nursing-caregiver so long as they have completed related courses at colleges, universities or vocational schools. .......The Japan Association of Certified Care Workers, however, said the measure would lead to a decline in the standard of care........Related News:Japan Opens Doors to Fi...
