London's gas guzzlers congestion charge scrapped
2008-07-13 20:38:00 London Mayor Boris Johnson scrapped not only the £25 planned congestion charge for gas guzzlers (see post and comments here), but also the exemption for cleaner cars emitting less than 120g/km of CO2. Which means that everyone is going to pay the same £8. Hybrids and electric vehicles will still be congestion charge-exempt. I don't agree with Johnson's arguments, but I'm happy with the ditching of a predictable small "breath-my-particles-before-the-y-empoison-the-environment" diesels frenzy.Blogging in Luxembourg. Ken Livingstone claims that the charge is intended to reduce congestion and CO2 emissions while Porsche claims that the charges are unnecessarily high and unfair. New evidence that Porsche has located, though, indicates that CO2 emissions will actually increase if the charges go into effect as planned. In fact, Porsche claims that the mayors office was aware of this report and chose not to release it. Bloomberg's congestion pricing proposal. The congestion pricing plan, as approved by a 17-member state commission that voted at the end of January, would charge drivers with an E-ZPass $8 a day to enter Manhattan below 60th Street on weekdays from 6 a.m. to 6 p.m. Those drivers would also receive a credit for bridge or tunnel tolls they paid on the same day. Drivers without an E-ZPass would pay $9 and would not receive credit for tolls. That's a most remarkable change, because most drivers will still pay the £8 road toll for entering the zone which covers designated parts of Central and West London.The maximum amount will be applied for those cars with CO2 emissions that exceed 225 g/km, as well as those registered before March 2001 with engines larger than 3 liters. If anything, the local economy is benefiting, there are some more jobs in the area (when unemployment is the highest in the nation here), there are more options for shopping, cheaper prices (according to my wife who will actually go to four stores to get the best price on something - I'm too lazy to do that). And really, how do you propose to keep someone from selling their land for a legal use, just because you don't like it? The money will only be allocated to New York City assumingBloomberg's plan, which would charge cars $8 and trucks $21 to enter Manhattan south of 86th Street on weekdays between 6 a.m. and 6 p.m, has strong opposition from State Assemblyman and State Senators from the outer boroughs and near suburbs, where many upper middle class workers commute to Manhattan via car instead of subway, bus or commuter rail.Opposition is strong in many parts of the city that does not have direct access to Manhattan via public transportation, such as Bergen Beach and Dyker Heights in Brooklyn, Glendale and Whitestone, Queens and Throggs Neck, Bronx where many commuters to Manhattan commute via car.
