Porcello Opts Out Of Contract, Becomes Arb-Eligible
2012-01-07 00:28:00
Tigers right-hander Rick Porcello has opted out of his contract and is now eligible for salary arbitration, reports James Schmehl of MLive.com.  The 27th overall pick of the 2007 draft, Porcello signed a four-year, $7.285MM pact (plus club options for 2011 and 2012) as his first Major League contract.  Porcello, however, had the right to opt out of the final year of that contract and in doing so, the Tigers are spared the no-brainer decision of exercising their $1.344MM option on Porcello for next season.  Detroit still has the righty under team control through the 2015 season. This move was widely expected and became even more of a sure thing once Porcello qualified for Super Two status and gained an extra year of arbitration eligibility.  Matt Swartz's MLBTR-exclusive arbitration model projects Porcello to earn a $4.2MM salary through arbitration this winter.  Tigers GM Dave Dombrowski said he hadn't exchanged figures with Porcello's representatives about a 2012 contract. Po...

Bharti Airtel To Renew Network Maintenance Contract With NSN
2011-12-07 12:13:00
India’s largest mobile phone operator Bharti Airtel is set to renew its network maintenance contract for its 8 circles and 3 years with Nokia Siemens Networks (NSN). NSN is a joint venture between Finland’s Nokia Corporation and Siemens AG of Germany, manages and maintains Bharti Airtel’s networks in eight regions, while Sweden’s Ericsson handles the remaining 15 circles. While NSN declines to make any comment, service contract is pegged to be close to 300 Million$ mark. It is not known whether the duration of renewal is likely to decline due to NSN’s decision of reducing its global workforce by 17,000 which will include India, and exiting non-core businesses. Bharti Airtel embraced outsourcing in a big way back in 2004 when it started deploying it as a strategic tool to reduce expenses. Last month, Bharti Airtel renewed its managed services contract with Ericsson for 15 telecom regions though deal value was kept under wraps. Executives close to the la...

Could Juan Pierre play himself into another contract?
2011-07-19 08:52:00
Juan Pierre’s been playing better, and that’s a good thing. Since that fateful Colorado series where he became the best clutch hitter ever or something, Juan’s hit .386/.429/.457 in 77 plate appearances, and even gone 5 of 6 stealing bases while clearly employing an quality-over-quantity approach.  There’s no way in which this hot streak from...

Rival exec says Cubs will eat contract and release Silva
2011-03-25 20:39:00
According to the NY Post's Joel Sherman, the Cubs will release Carlos Silva.  The same exec said that Andrew Cashner will be the Cubs fifth starter. If the rumor is true, it would seem that the Cubs were just keeping Silva in the picture to drum up trade interest, but the Yankees and Nationals (the primary suitors for Silva) have both made moves recently that suggest they have decided to go elsewhere to solve their pitching shortage.  The Yankees have signed Kevin Millwood and the Nationals have inked Oliver Perez.  That leaves the Cubs with almost zero chance of trading Silva.Releasing Silva is the right move, as I explained here.  It shows the Cubs care more about putting their most talented...
Federal Construction Contract Claims Must be Evaluated Fairly
2011-03-23 20:46:00
By: Michael H. Payne The growth of contracting by negotiation or “best value” procurement, has had a chilling effect on the submission of claims by construction contractors. There seems to be a growing fear that claims are frowned upon by contracting officers and that they will be counted against a contractor during future proposal evaluations. This fear, in my opinion, is misplaced provided that the claims are not frivolous and are technically and legally supported. The Contract Disputes Act of 1978, 41 U.S.C. § 601 et. seq., requires contractors to certify that claims in excess of $100,000 are “made in good faith,” that all “supporting data are accurate and complete to the best of [the contractor's] knowledge and belief,” and that the amount requested “accurately reflects the contract adjustment for which the contractor believes the government is liable.” 41 U.S.C. § 605(c)(1). A contractor who is willing to make that ce...
Big deal for Chicago: Boeing wins $35B tanker contract
2011-02-25 00:21:00
The Boeing 767-based NewGen Tanker is pictured simultaneously refueling two F/A-18 Super Hornet aircraft from the wing air refueling pods in this undated photo illustration, obtained on Feb. 24, 2011. (Reuters/Boeing/Handout) This probably won't get many hits on a site where many people come to find out about sports, lifestyle and such, but this is a big deal, Chicagoans. If you think you know anything about Chicago, you need to read this story about Chicago-based Boeing.  This is one of the longest-running battles for a government contract, a process that has been riddled with indecision, charges of corruption and fixes. No doubt it will continue to be controversial, with critics bewailing the decision. http://chicagobreakingbusiness.-com/2011/02/boeing-wins-35b-tan-ker-contract.html...

By: Edward T. DeLisle As of Friday, February 4, 2011, women-owned small businesses could begin taking steps to participate in a new federal contracting program just for them. The new Women-Owned Small Business ("WOSB") Federal Contract Program (the "Program") will be fully implemented over the next several months, with the first contracts expected to be let during the fourth quarter of this year. The Program will provide greater access to federal contracting opportunities for WOSBs and economically-disadvantaged women-owned small businesses (EDWOSBs).  It allows contracting officers, for the first time, to set aside specific contracts for certified WOSBs and EDWOSBs, which will assist federal agencies in achieving the existing five percent statutory goal of federal contracting dollars for WOSBs. Complete information and eligibility requirements of the Program are listed on the SBA website. Edward T. DeLisle is a Partner in the firm and a member of the Fe...

Alexei Ramirez gets a contract extension; this is a good thing
2011-02-01 08:35:00
Alexei Ramirez went up and became the best shortstop in the AL in 2010, but he's been one of the best values in baseball for the last three seasons thanks to the 4-year, $4.4 million contract he signed coming out of Cuba. At the time, Alexei dug the guaranteed years and money--and probably was really down with the getting the hell out of Cuba thing--and the White Sox dug getting a player who could at the very least defend multiple positions and provide speed (it's like having two reserve players!) for the cost of a single reserve player. That was how things started out, but since Alexei has begun his swift climb into defensive excellence, the clock has been ticking toward the day he would get paid. Not paid in the sense that he's pretty much set for life if he had the wherewithal to save and invest properly from Day 1, because Good God, that happened years ago. But paid in the sense that he's become one of the keystones of the franchise, and will soon demand compensation in ...

The greatest contract of Will Ohman's life
2011-01-10 06:28:00
A somewhat decent way of gauging the value of a free-agent prospect is to poll the opinions of fans of their former teams. This practice becomes significantly less useful for Jesse Crain and Will Ohman, whose notable former teams include the Twins and the Cubs; fanbases that in varying degrees have contempt for the White Sox, and want them to fail. While Crain registered with his old supporters as useful but not irreplaceable, there'll be no one stepping out to wax poetic on Will Ohman's tenure. Not the Cubs, the team he came up with and spent the bulk of his career with, nor the Braves, nor the Orioles, nor the Marlins, and sure as hell not the Dodgers. It's an endless wave of "Good luck with him [expletive]s" comments. That would be because Ohman has spent the last few years being acquired in a way similar to how the White Sox nabbed him; a late-entry slapped on to round out a bullpen rotation, but never a building block. He's pitched only 273 innings and recorded 3 save...
