Schroeder   Effective September 8, 2009, federal contractors awarded new contracts of $100,000 or more with a performance period of longer than 120 days will be required to use E-Verify, an internet-based system that allows employers to electronically verify the employment eligibility of their newly hired employees.  In addition, affected contractors will also be required to confirm the employment eligibility of their current employees who perform contract services for the federal government within the United States. The contractor and any covered subcontractors on the project are required to enroll in the E-Verify program within 30 calendar days of the contract or subcontract award date.  The rule only covers subcontractors if a prime contract includes the E-Verify clause (73 FR 67704, available at http://www.acquisition.gov/far/-current/html/52_222.html#wp1156-645).  For subcontracts that flow from those prime contracts, th...

We recently reported (see our earlier blog article) the decision of the United States Court of Federal Claims in BLR Group of America, Inc. v. United States, issued on November 25, 2008, in which the Court opened the door to contractor challenges of unfair or incorrect performance evaluations.  Coming literally on the heels of the BLR case, the Court issued another decision on December 9, 2008, Todd Construction Co., Inc. v. United States, denying a government motion to dismiss and holding that the Court had the jurisdiction to consider a challenge to a contracting officer’s decision regarding a contractor’s performance evaluation.  The Court held that Todd had submitted a “claim” within the meaning of the Contract Disputes Act of 1978 because, on March 22, 2006, the Government issued its proposed final evaluations of Todd’s work, and on April 20, 2006, Todd submitted its comments protesting those evaluations.  The Government issued final...

Employees from US military contractors helped torture Iraqi civilians detained at Abu Ghraib prison five years ago, according to a federal lawsuit filed in Los Angeles on Monday. Lawyers for Emad Al-Janabi said the 43-year-old blacksmith and other prisoners were subjected to months of abuse while being held at the notorious Baghdad jail following his arrest in September 2003. Al-Janabi was later released without charge in July 2004. According to the lawsuit, Al-Janabi was subjected to physical and mental torture which included being shown a mock execution of his brother and nephew, being repeatedly deprived of food and sleep and threatened with dogs. SACRAMENTO -- The Contractors State License Board (CSLB) has just completed simultaneous undercover sting operations in seven cities around the state. The stings were conducted by CSLB?s Statewide Investigative Fraud Team (SWIFT) over a two-day period (March 12-13). 175 people were arrested. Most will face misdemeanor charges or contracting without a license. 11 were taken to jail; five of them had arrest warrants. Others caught included an unregistered sex offender, a city worker who gave a bid during his lunch break, a man with a fake Social Security card, and another with a fake driver?s license. Ok, here is my deal. I have an office space in my building that I wanted to renovate (previous tenant was a cab dispatch office with 15 years of chain smoking 24-7). The renovation was supposed to begin with a new bathroom. Nothing fancy, just a 5x7 ft room with a sink and a toilet. It's been 3 months now and it still isn't to the tiling stage. Any advice? These guys show up once every 2-3 weeks for 3 hours and do nothing significant. I can't do any other work on the place until the new bathroom is done. I can't demo the old bathroom until they disconnect the pipes and reroute to the new location... Not to mention they have rearranged everything in the place so I can't touch a wall let alone paint (tools and bags of demo-trash). I signed a contract when we began. I'm afraid that if I bring in new people they are going to sue me for the full contract. I know I'm being a wuss about the whole thing. I need to man-up but I can't afford 2 full contractor bills!

Out of the referrals they choose someone who's been positively regarded on they're work, has a good price and can get the job done in a timely manner. Nowadays my students have a set of contractors that are good, fast and reliable, that they all use for they're Michigan foreclosure deals.
