The picture to the left is a frequent site in Bethlehem Township. Officers are often seen chatting it up in parking lots when they should be out patrolling the neighborhoods.The picture comes from this article where the caption claims that there was an increase in "vigilance" at Freedom High School on Feb. 29th, the day that mass violence was expected to erupt. However, those officers are not patrolling, they are chatting. If they were patrolling they wouldn't be parked in opposite directions so far away from the school.That photograph shows an example of how officers in Bethlehem Township and all around the Lehigh Valley (including the State Police) waste time and fuel. A report by the National Audit Office (read the executive summary HERE) has said that one in three government departments need to action improvements to their data systems. The NAO's report examines data quality - they are the governments spending auditors and therefore need data (such as that lost by HMRC) in order to do their job.The pretty little pie chart on the executive summary states that according to their findings, 35% of data systems were "broadly appropriate but need strengthening" while a further 8% were "unfit for purpose". There are few minorities in charge of daily newspapers.Studies by the Institute for Diversity and Ethics in Sports have indicated this. A study for the Associated Press Sports Editors proved this. The numbers in the 2006 Racial and Gender Report Card are jolting.For example, only five African-Americans run a sports department for a daily newspaper in the United States. That's 1.56 percentage.
