From 21 January, the Conference on Disarmament (CD) will resume talks to try to get back to work after a decade of blockage and inertia, for instance. In anticipation of German Chancellor Angela Merkel?s upcoming visit to New Delhi, the Hindustan Times reports that Indian Special Envoy and former Foreign Secretary Shyam Saran was recently told by German officials:"We want India to contribute to strengthening international non proliferation system." The German Government reportedly expressed concern about the impact of the proposed U.S.-India nuclear deal on worldwide efforts to prevent the spread of nuclear weapons and has asked India to sign the Comprehensive Nuclear Test Ban Treaty (CTBT) and support a Fissile Material Cutoff Treaty (FMCT).We predict this will not be the last expression of concern from a Nuclear Supplier Group government over the proposed deal and suggest that signing the CTBT and support of an FMCT are just the beginning of what the Government of India must do to demonstrate a credible commitment to nuclear nonproliferation and disarmament.

The Conference on Disarmament -- "the world's sole multilateral disarmament negotiating forum" as its 65 member States frequently remind us -- has featured either directly or tangentially in a number of postings on this blog (see in particular August 8 and March 28). And with good reason. In existence since 1983, the CD has negotiated such landmark agreements as the Chemical Weapons Convention and the Comprehensive Nuclear Test Ban Treaty (CTBT). Its antecedents, which date back to the Ten-Nation Committee on Disarmament of 1959-60, gave us the Nuclear Non-Proliferation Treaty, the Biological Weapons Convention and the Environmental Modification Convention. I first attended a CD meeting in 2003. I was fresh out of university at the time and assumed, rather naively, that I would require a large sheaf of papers to fulfil my note taking duties. I needn?t have bothered, however, as the meeting began 20 minutes after the stated time closed less than 5 minutes later. What a contrast to the first session of the 2007 year, which ended last week. I?ll forgive the delegates (and interns) for looking a little tired. I?d be too if I had to follow such an unforgiving meeting schedule for 10 weeks. It?s encouraging to see the CD finally shaking off its apathy. Prior to 2006, delegations would usually meet on a Thursday morning in a formal plenary meeting with private group consultations held at various times through the week while the CD was in session. North Korea Willing to Talk About Nuclear Disarmament

South Korean officials are saying that North Korea is willing take steps to end their nuclear arms program, which is great progress compared to the past few years.  Chun Yung-woo said that China could possibly draw up a draft agreement in as early as Thursday. Chun said “we have confirmed that there is a consensus among the countries that there must be an agreement on the early steps on implementing the September 19 joint statement at this round.”  This is talking about the agreement between five countries, on of them being North Korea, that in September 2005 where supposed to stop their nuclear arms program. Japan’s chief delegate, Kenichiro Sasae, said “regarding denuclearization, North Korea needs to halt and seal its operations for the nuclear facilities in Yonbyong and accept verification and monitoring by the IAEA,”  and that “the initial-stage steps must be implemented in a relatively short period of time.” Negotiators from the US, Ja...
