What a wild Sunday! Bear Stearns was sold in a firesale for what was 4% of the once Wall Street powerhouse’s value as of Thursday. Meanwhile, obviously not working bankers’ hours, the Fed made emergency moves to set up yet another complex lending tool for bankers and also cut a rate it charges bankers — the “discount rate” — by a quarter-point to 3.25%. This all didn’t go well in overseas markets where, for example, the Tokyo stock market tumbled 4% and the U.S. dollar fell to a low vs. the yen not seen since 1995. The drama of the widely watched “Fed Funds” rate, which is more closely tied to consumer rates, will be decided at a regular Fed meeting on Tuesday. In a surprise move, the Federal Reserve lowered the discount rate by 0.25 percent to 3.25 percent while leaving the federal funds rate unchanged at 3 percent. The discount rate is the rate that banks may borrow money from the federal reserve whereas the federal funds rate is the rate that banks lend money to other banks. The move was emergency cut was done just before trading begun in Tokyo. The Federal Reserve is also scheduled to meet on March 18th where analysts are expecting a cut of a full percentage point.

In a dramatic, yet hoped for move, the Federal Reserve Board cut its discount rate by half a percent. The discount rate is the cost of money for banks and lending institutions that borrow directly from the Fed. The new rate is 5.75%.The discount rate is different from the overnight lending rate which impacts short term mortgage rates, auto loans, credit cards and savings account rates.
