According to the complaint, on September 17, 2009, Donald Hall was operating a CTA bus near the southeast corner of Jeffrey Boulevard and 95th Street when he "failed to observe [Michael C. Payne], a disabled man approaching from the bus shelter and [failed to] stop the bus prior to striking him." Michael C.
