DeLisle On January 18, 2012, Representative Bill Owens (D.-N.Y.) introduced a bill entitled, “The Small Business Growth and Federal Accountability Act” (H.R. 3779).  The Act is designed to “hold accountable Federal departments and agencies that fail to meet goals relating to the participation of small business concerns.” In order to achieve this goal, the Act goes on to state that “[if] a Federal department of agency does not meet a covered goal with respect to a fiscal year, that department or agency, in the succeeding fiscal year, may not expend for the procurement of goods or services an amount that is greater than 90 percent of the amount expended for the procurement of goods or services…” If enacted, the bill would essentially penalize a federal department or agency by slashing its budget by 10% if that department or agency fails to hit its established small business procurement goals. It started as a simple experiment.  My four-year old neighbor was over and she had never done the 'celery experiment'.  Imagine that!  So I dug in my produce drawer and pulled out two stalks.  We put a piece in each cup and then added food dye to the water.  Red and blue.  We watched them through the day and we saw the change.  We noticed how the celery was drinking the water as the celery turned from green to a shade of the color of its water.  We talked about the importance of drinking and how, yes, even plants drink.  Her eyes were widened at this thought.  Then my mind started spinning as I looked at the celery and the very practical life application that was before me. New Years Resolutions.  A yearly tradition.  A list we come up with to make us feel good, look good but easy to forget all about come March or April. So instead of New Years Resolutions I have come with a list of Personal Goals.  I make them and keep them for my work-life at MilitaryAvenue.com.  It makes sense to do lay them out in my personal life; not just a way to make me feel better or look better but a means of lifting myself up. These are five of my personal goals for this year: 1.  Stay in better touch with my grandparents.  Send Pop an email every week. Things I'm really excited about as we move into the new year... in no real order: Seeing who we are without the first class in the building. That's how you start to really see what you become... did the culture stick?
