Oscar Mosqueda, 34, was shot in the head, then transported to Halifax Medical Center, where he died about noon Sunday. Police said that the weekend killing is not being investigated as a hate crime. Witnesses told police Cesar Israel Villazano, 18, had fled in a metallic blue car.
