As of December 14, 2007 any property that is being advertised for sale in England and Wales are going to require a Home Information Pack (HIP). Purpose of the Home Information Packs The Home Information Packs were introduced by the British government in an effort to lessen the rising amounts of incomplete house sales. Before the Home Information Packs was introduced, most of the details needed by the purchaser could not be gotten until an offer to buy had been made. This situation created issues for the buyer in relation to the state of the property and the legality of the documents presented by the seller. In most cases money would already have been spent before this information is received. The result of this is usually an attempt by the purchaser to renegotiate the sale agreement with the seller, which can lead to delays in closing the purchase and eventually the deal falls through. Housing Minister, Yvette Cooper, has just announced that they will be extended to 1- and 2- bedroom properties put on the market after 14th December. The property sector has reported a dramatic uptake of training in preparation for the introduction of Home Information Packs (HIPs) on 1 June. The controversial packs will require anyone selling a property to assemble a pack containing detailed information at a cost of several hundred pounds. Peter Bolton King, chief executive of the National Association of Estate Agents, told Personnel Today: "We have reservations about HIPs. However, we have taken a pragmatic view by offering training to our 10,000 members who we want to be fully prepared. "In the past five months we have been providing HIP-handling guideline days for thousands of members, with training accelerating to almost a daily occurrence. This will continue until demand dies down," he said. Online property site Rightmove has also seen 3,500 estate agents access its free HIP online training programme, launched at the start of May.
