Creamy layer: Institutes show way on income limit
2008-04-16 05:19:00 While the government is involved in getting an idea of what constitutes the creamy layer among other backward classes (OBCs), educational institutes have been upwardly revising the income limit to determine the students who need scholarships. While at present, OBCs whose income is Rs 2.5 lakh per annum or above cannot avail of reservations in central government jobs, the income limit for students eligible for scholarships in educational institutions is being revised upwards. For example, till last year, IIM-Ahmedabad was giving scholarships to students whose maximum household income was less than Rs 2 lakh. But with the institute deciding to increase its fees recently, Chairman of the IIM-A governing council, Vijaypat Singhania, said they were increasing the limit to Rs 6 lakh. The new tax scheme, which is called NoVa-Reform, consists of a bonus-malus system that saves or adds taxes to cars depending on a number of factors. The system results more complicated than the British or the Spanish ones, which rely exclusively on CO2 emissions: Cars emitting under 140 CO2 g/km get a "bonus" or discount from the car tax (300 EUR), but you can gain an additional bonus if you use "alternative fuels and technologies" (500 EUR) or a Diesel Particullate Filter (200 EUR). The malus system starts when your car pollutes more than 180 g/km: 25 EUR for each additional gram (initial plans started the malus at 160).
