VA's Ambiguous Solicitation Leads to Successful Protest
2012-01-09 21:25:00 By: Edward T. DeLisle Over the last several years, the scrutiny over federal small business programs has grown. That scrutiny has led to changes in policy and legislation designed to curb potential fraud in the procurement process. Because these changes have been implemented in such a short period of time, however, it is not unusual for the government to issue solicitations for small business set-aside contracts that are confusing, or even contradictory. In Commandeer Construction Company, Inc., B-405771, December 29, 2011, that is precisely what occurred resulting in a successful protest. Commandeer Construction involved a solicitation that was set aside for Service-Disabled, Veteran-Owned Small Businesses (SDVOSBs), a program that has experienced much change in recent years. In 2006, the VA was given the authority to restrict competition to SDVOSBs as part of the Veterans Benefits, Health Care, and Information Act (the "Act"). 38 U.S.C. 8127(d). As the GAO explained in...

Balanced Effort Leads UConn Women Past FDU
2011-11-26 04:33:00 Coming off of an emotional and physical win over the Stanford Cardinal on Monday night, you weren't sure how the UConn Huskies women's basketball team was going to respond in their game on Friday night. Now, folks, there's a reason why they've won seven national titles. Head coach Geno Auriemma knows how to prepare his players for any opponent whether tough or easy. He really didn't have too much to worry about on Friday night though as freshman Brianna Banks led a balanced effort from the Huskies with 17 points in their 74-28 win over the Farleigh Dickinson Knights in front of 6,047 at Gampel Pavilion on campus in Storrs, CT in the World Vision Classic. The No. 2/2 Huskies improve to 4-0 on the young season while FDU falls to 1-4. Kaleena Mosqueda-Lewis was the only other Husky in double figures with 11 points. She just missed a double-double with nine rebounds. Tiffany Hayes added nine points and seven rebounds while freshman Kia Stokes had a nice game with nine points, 11 re...

Backcourt Duo Leads UConn Past UNC Asheville
2011-11-25 03:41:00 If there's been one constant for the UConn Huskies men's basketball team this season, it's been the play of sophomores Shabazz Napier and Jeremy Lamb. And it was that duo of Napier and Lamb who helped the Huskies to a 73-63 win over the UNC Asheville Bulldogs in the first round of the Battle 4 Atlantis at Imperial Arena at Atlantis in the Bahamas. The Huskies (5-0) advance to the semifinals tomorrow afternoon at 2 p.m. where they'll take on the Central Florida Knights who beat the College of Charleston earlier in the day. UNC Asheville (2-3) will take on the College of Charleston at 7 p.m. in the losers bracket. Napier and Lamb led all scorers in the game with 23 points each. Napier added seven assists while Lamb pulled down six rebounds. Andre Drummond made the first start of his career and scored nine points while grabbing five boards in 22 minutes. Roscoe Smith shared team-high rebounding honors with Lamb with six to go along with his seven points. Matt Dickey paced the Bulld...

Napier's Triple-Double Leads UConn Past Coppin State
2011-11-20 22:12:00 Given the way the UConn Huskies men's basketball came out of the gates, you have to wonder if maybe they were already in the Bahamas, the site of their next three games after Sunday afternoon's tilt against the Coppin State Eagles. But a strong effort from Shabazz Napier, who had a triple-double, helped the Huskies to an 87-70 win over the Eagles in front of 11,397 at the XL Center in Hartford, CT. It's the 15th straight win for No. 4 UConn who improves to 4-0. Coppin State falls to 1-3. Napier played almost the entire 40 minutes and was outstanding throughout. He finished the afternoon with 22 points, 13 assists and 12 rebounds. Jeremy Lamb, who had been a game time decision after spraining his ankle in practice on Saturday, led all scorers in the game with 25 points. After being demoted from the starting lineup in the last game, Roscoe Smith rebounded with a nice performance off the bench with 15 points and four rebounds. Tyler Olander had his second straight double-double of 1...

Whale Look to Make Lost Leads a Thing of the Past
2011-11-18 02:21:00 By Bruce Berlet It?s a classic case of the glass being half full or half empty. The Connecticut Whale has led in all 14 games they have played this season, including by two goals in five outings, but they?ve lost half of them while compiling a 7-4-1-2 record. That?s still good for a tie for second in the Northeast Division, one point behind the surging Albany Devils, despite playing 10 games on the road. The Whale?s most agonizing losses have come to the team that they just played, the St. John?s IceCaps, and the one they host Friday night at the XL Center, the Bridgeport Sound Tigers. The Whale is 0-3 against the Atlantic Division-leading IceCaps (11-2-3-0), including 8-4 and 4-3 losses last Saturday and Sunday. The Whale is 7-3-1-2 since a season-opening loss at the Adirondack Phantoms, and the three regulation losses have come at the hands of the IceCaps, who have won six in a row, half against the Whale, and have points in eight straight games (6-0-2-0). The Whale are 4-2-1-1 (....

Newt Gingrich has been rising steadily over the last 2 months and now leads
2011-11-14 23:30:00 Raleigh, N.C. ? Newt Gingrich has taken the lead in PPP's national polling. He's at 28% to 25% for Herman Cain and 18% for Mitt Romney. The rest of the Republican field is increasingly looking like a bunch of also rans: Rick Perry is at 6%, Michele Bachmann and Ron Paul at 5%, Jon Huntsman at 3%, and Gary Johnson and Rick Santorum each at 1%.Compared to a month ago Gingrich is up 13 points, while Cain has dropped by 5 points and Romney has gone down by 4. Although a fair amount of skepticism remains about the recent allegations against Cain there is no doubt they are taking a toll on his image his net favorability is down 25 points over the last month from +51 (66/15) to only +26 (57/31). What is perhaps a little more surprising is that Romney's favorability is at a 6 month low in our polling too with only 48% of voters seeing him favorably to 39% with a negative opinion. There's reason to think that if Cain continues to fade, Gingrich will continue to gain. Among Cain's support...

Lamb Leads Huskies Past Lions
2011-11-12 04:56:00 It wasn't the brow beating you expected to see from the UConn Huskies men's basketball team in their opener against the Columbia Lions. In fact, it might have been closer than Jim Calhoun would have liked. But when you have a special player like Jeremy Lamb, just like with Kemba Walker last season, you don't have to worry as much as Lamb led the way with a career-high 30 points to help the Huskies to a 70-57 win in front of a sell-out crowd at Gampel Pavilion on campus in Storrs on Friday night. Shabazz Napier was the only other Husky in double figures as he had 21 points to go along with six rebounds, eight assists and two steals. Roscoe Smith added eight points and seven rebounds while Tyler Olander had seven points and eight rebounds and four blocked shots. Freshman DeAndre Daniels blocked three shots for the Huskies (1-0) while Alex Oriakhi led the way with four blocks. It was inauspicious debut for the highly hyped Andre Drummond. Correct Backswing Leads to More Consistent Golf Swing!
2011-08-26 02:37:00 Today’s topic is about the backswing. A lot of people focus too much of their time on the downswing, transition, and whatnot. But if you don’t have a correct backswing, no matter what you do on your downswing and onward, you will probably still hook the ball or banana slice it. Even if you can ...This post: Correct Backswing Leads to More Consistent Golf Swing! Is Originally from: ProgolferDigest Please do not scrape content from ProGolferDigest.com. ProGolferDigest.com

Danks injury leads to bizarrely excellent relief...almost makes me forget a
2011-06-26 05:31:00 Thanks to the 6-man rotation, Jake Peavy was able to step in Saturday at a moment of need for the bullpen, and toss 4 excellent shutout innings (7 Ks!) while earning the win in a 3-0 White Sox triumph over the Nationals. Hooraaay! Unfortunately, the reason Peavy was in the game was because John Danks strained his oblique, thus rendering the 6-man rotation dead. Whoops. Part of the reason for the 6-man was to guard against injury...but that was supposed to be Peavy's injury. Now the White Sox are in the position to have to trust Jake Peavy to pitch every fifth day. This isn't an absurd concept, and is something people use to do all the time with great success. But it's more precarious than the beginning of the season when the fifth guy holding the staff together was Philip Humber. Jake Peavy is less reliable than Philip Humber. Welcome to 2011.

Big Z Leads The Way As Cubs Take Rubber Match, Series Vs. Mets
2011-05-26 23:43:00 It doesn't seem like it's happened very often this season, but the Cubs won their mid-week series against the New York Mets, taking the third game on Thursday by a 9-3 count. The Mets got on the board first in this one, despite a very strong outing from Carlos Zambrano, though that first run certainly wasn't his fault. On a shot down the line by Jose Reyes, Kosuke Fukudome committed an error on the throw to Darwin Barney, who committed an error throwing to Blake DeWitt, leading to Reyes scoring the run. From there, it was all Cubs in this one. Carlos Pena had just one hit on the day, but it was the one that gave the Cubs the lead, with...

Castro's Three-Run Blast Leads The Way In Cubs Rout Of Rockies
2011-04-17 08:44:00 As up and down as this season has been early on for the Chicago Cubs, Saturday evening may have presented us with the best glimpse of these Cubs to date. After getting completely shut down by the Rockies and Jhoulys Chacin in Game 1 of the series on Friday, the Cubs bats and gloves came alive in support of Casey Coleman, in Chicago's 8-3 win at Coors on Saturday. The Cubs got on the board early in this one, taking a 1-0 lead on an RBI double from Alfonso Soriano, which scored Carlos Pena. But after Kosuke Fukudome misplayed a fly ball from Troy Tulowitzki, the Rox were able to jump back into it, using a sac fly from Seth Smith as...
