If the software industry truly is to transcend the PC level and start an entirely new economy on a Web platform, then it doesn't appear any one player will have an automatic, native advantage. Skype wants to conquer the cellphone market with the telecoms regulation authorities. The VoIP software company, which yesterday released the Skype version 3.1 for Windows users only, petitioned the FCC to lay the smack down on wireless phone carriers who “limit subscribers’ right to run software communications applications of their choosing,” Ars Technica reports. If the Skype’s petition is sustained, network operators to allow Skype-enabled calling across their networks, something currently prohibited on wireless data plans. In its filing, Skype argues that this capability would offer “tremendous new sources of price competition provided by entities such as Skype,” — that’s exactly why wireless operators will torpedo the plan. For now, the Skype for Symbian-powered cellphones is an always-delayed version. Too many technical difficulties, repeatedly said Skype directors.
