The rule to digitize cable by June 30th is a wise decision in the long run say the cable operators. The government, earlier this year had passed an regulation which made it mandatory to convert all the analog cable TV lines into digital. While the move preliminarily appeared only to benefit the Govt. & was opposed, closer inspection of the recommendations by the TRAI have revealed points with mutual benefits to all. No Need For Separate Exit Policy For Telecom Operators, Says TRAI

TRAI (Telecom Regulatory Authority of India) expressed its views on Monday on exit policy for telecom operators. It said that there is no need for separate exit policy for the operators. Also, the entree fee paid by the operators should remain non-refundable.                   TRAI was thinking about formulating separate policies for different types of license. It had floated a pre-consultation paper in January. But it has changed its views in wake of the Supreme Court (SC) verdict on 2G licenses awarded in 2008 as well as after talking with various stakeholders. In the 2G verdict of February 2, SC had cancelled 122 telecom licenses of nine operators. Most of these licenses were owned by newly entered companies in the sector. The cancellation of licenses has forced few of these operators to look at exit options. STel is a case in point. India’s GSM Market has made analysts from around the world marvel at its growth. With Mobile Number Portability having been around for a year and 3G networks being available on most providers, consumers are spoilt for choice. The larger operators like Airtel and Vodafone still lead the pack in terms of market share, and the two combined make up nearly half of the entire GSM Market. Newly released statistics show that the largest growth spurt last month was not in the larger providers. In fact it was the smaller providers who showed the biggest growth.  Idea lead the way with a stunning 2.39 Million new subscribers in December 2011. Uninor too showed large growth numbers with 2.12 Million new subscribers added to their registers. Market leader Airtel came in 3rd place, with 960,000 new subscribers added. So MNP is working when it comes to mobile subscribers asking for a shift. As per this article the number of such subscribers has hit 3.8 million which may be less than 1% of overall base but it still is a sizable number in the few months than MNP has been activated. The statistics of shift from various telecom circle’s stack up in the following way: Gujarat (3.65 lakh) Haryana (3.20 Lakh) Rajasthan (3.14 lakh) Karnataka (3.18 lakh) Tamil Nadu  (2.76 lakh). It looks like the picture of 2008 mayhem is still afresh in the minds of bureaucratic leaders. Department of Telecom (DoT) has hinted that telco’s winning 3G licenses will need to submit license fees well within stipulated time of 20 days. The new payment module will ask winning operators to pay 25% of the bidding amount within 5 days of auction and rest within 15 days. This is done to avoid any delay or default in spectrum payment to government as final bidding prices could touch astonishing level due to shortage of spectrum. This decision of upfront license fees payment well before the spectrum allocation is majorly forced by finance ministry which is in urgent need of cash to lower the fiscal deficit pressure. 3G auction was to garner around Rs. 25,000 crores for government with base prices hovering at Rs. 3500 crores. One thing which every investor knows about India is that the reforms here takes place at a crawling pace no matter how much freedom the government gives to private players. So it won’t be a surprise if we tell you that MNP is set to be delayed again beyond the scheduled time in Jan-2010 only this time the real culprit are Telco’s.
