A former caregiver was arrested Wednesday after he allegedly stripped one of his patients naked and hosed him off outside in front of children after the patient had defecated on himself. Carl Anthony Maycock, 52, Fort Walton Beach, was arrested Wednesday morning on one third degree felony count of abusing a disabled person. If convicted, Maycock could receive up to five years in prison and a $5,000 fine. Maycock is a former caregiver at the Fort Walton Beach Developmental Center.According to a probable cause affidavit , one of Maycock?s patients had defecated on himself on Sept. 30, 2007. Rather than taking the man into his room to clean him off, Maycock allegedly pushed the wheelchair-bound man on to the back patio, where he stripped him down and washed him off with the water hose. Rod Blagojevich signed House Bill 734 into law, ensuring that seniors always have access to critical elder abuse services when needed the most.The bill, sponsored by state Rep. John Bradley, D-Marion, and Sen. Gary Forby, D-Benton, is also supported by the American Association of Retired Persons (AARP) and the Illinois Association of Area Agencies on Aging.Although the Department on Aging runs a 24-hour Elder Abuse Hotline, many elder abuse situations are reported locally, where providers rarely have 24-hour, weekend or evening hotlines available. Senator Kohl made a stop in La Crosse today, renewing his call for a nationwide system of background checks aimed at preventing elder abuse. Wisconsin is currently part of a seven-state pilot program responsible for doing background checks on applicants to senior care facilities. Kohl hopes taking the program to national level will prevent elder abuse nationwide, and strengthen the current efforts in Wisconsin.Last year in Wisconsin alone almost ten thousand applicants were screened before they were hired by long-term care facilities, two hundred sixty-five of those applicants were denied because of a history of neglect or abuse. "During the pilot program over the last three years, in 7 states, 5000 people were identified as people we didn't want to employ, and would have otherwise been employed.
