Local governments issued permits for 1,162 housing units from January through March, down 43% from the same period in 2007, according to the Burbank-based CIRB, which tracks building permits statewide. That’s the lowest number for a first quarter in at least 21 years. The 284 units in the so-called “single-family” category (which includes detached houses and side-by-side condos and townhomes) also fell to the lowest level of any first quarter in at least 21 years.
