SBA Updates Set-Aside and Protest Procedures for Women-Owned Small Business
2012-01-24 20:19:00 By: Edward T. DeLisle On Thursday, January 12, 2012, the Small Business Administration issued an interim final rule, which alters the protest procedures pertaining to its Women-Owned Small Business (WOSB) Program. The changes serve two primary functions. First, when the SBA implemented the WOSB program by publishing a final rule in the Federal Register on October 7, 2010, it established set-aside thresholds of $5 million for contracts pertaining to manufacturing and $3 million for all other contracts. As part of the new interim rule, those thresholds have increased to $6.5 million and $4 million, respectively, to account for inflation. Second, the changes ushered in as part of the interim rule, make the protest procedures for the WOSB Program consistent with the SBA’s other set-aside programs. For example, under the procedures that existed before issuance of the interim rule, if a contracting officer received a protest on a WOSB set-aside and, nonetheless wished to ma...
The Web Unites As One To Protest Against SOPA & PIPA
2012-01-19 13:38:00 Yesterday will be remembered as the day when all of the Internet came together to protest the controversial American legislation called SOPA and PIPA. We have blogged about the SOPA debate before and have already shown how both these bills are setup to damage the Internet. All the tech giants and services came together yesterday to silently protest both the bills and try to raise awareness about how these American bills will break the Internet for all of us. Wikipedia was the first to protest when they announced that they would be blacking out their website for 24 hours starting yesterday. Slowly, Reddit also followed suit with a 12 hour blackout of their own. The blackouts, while temporary are a reminder to their audiences and users how SOPA and PIPA will affect the users in the same way. And there were others who chose to protest by highlighting the issue by directing people to a separate link. Google’s homepage showed a link to their special anti-SOPA webpage which gave user...

Join Our Censorship Protest!
2012-01-18 02:25:00 Have you been paying attention to all the hubbub online about the proposed U.S. legislation (SOPA/PIPA) that threatens internet freedom? I wrote about it last week over on WordPress.org, but the gist is this: there’s a bill in the U.S. Senate that if passed would put publishing freedom severely at risk, and could shut down entire sites at the whim of media companies. Fight for the Future created this nifty video to sum it up better than I can. On January 18, 2012, sites all over the internet will be blacking out to protest and try to mobilize more people to speak out against this bill coming up in the Senate next week — S. 968: the Protect IP Act (PIPA) — in an attempt to let U.S. lawmakers know how much opposition there is. WordPress.org, Wikipedia, and even WordPress.com VIP I Can Has Cheezburger? will be participating in the blackout to raise awareness and spur you to action. Here on WordPress.com, we want to participate as well. Freshly Pressed will be bl...
VA's Ambiguous Solicitation Leads to Successful Protest
2012-01-09 21:25:00 By: Edward T. DeLisle Over the last several years, the scrutiny over federal small business programs has grown. That scrutiny has led to changes in policy and legislation designed to curb potential fraud in the procurement process. Because these changes have been implemented in such a short period of time, however, it is not unusual for the government to issue solicitations for small business set-aside contracts that are confusing, or even contradictory. In Commandeer Construction Company, Inc., B-405771, December 29, 2011, that is precisely what occurred resulting in a successful protest. Commandeer Construction involved a solicitation that was set aside for Service-Disabled, Veteran-Owned Small Businesses (SDVOSBs), a program that has experienced much change in recent years. In 2006, the VA was given the authority to restrict competition to SDVOSBs as part of the Veterans Benefits, Health Care, and Information Act (the "Act"). 38 U.S.C. 8127(d). As the GAO explained in...
Google, Amazon, Facebook, eBay and More May Go Dark to Protest SOPA
2012-01-04 09:00:00 If you have been following me on Twitter you know how I feel about the current bill proposals in the US Government these days to stop online piracy. These bills, although designed to stop illegal copyright infringement online, will do more harm than good though. In fact they will do little or nothing to stop piracy, but could harm many websites like Youtube and Facebook. If a 13 year old girl decided to put up a cover of a Katy Perry song on Youtube, the record companies could force Youtube to take down the video, or face having their site shutdown by the government. This is a clear violation of our first ammendment which gives us the freedom of speech at the request of special interests like the sleeze bags at the RIAA.The internet is up in arms over these bills called PIPA and SOPA which will give the US government the same authority to censor the internet like China and Iran, and frankly it is very scary. One of the most well known supporters of the bills was GoDaddy which lost o...

Russia: Fresh Protests Challenge Putin and His Loyalists ? TIME
2011-12-27 17:07:00 The answers to be heard at Saturday’s rally were as diverse as the crowd itself, but they could be distilled to one potent Russian word: dostala, which means, “I’m sick of it.” They were sick of not being given a choice of their country’s leaders. They were sick of corruption and political paternalism. Unlike many ...

Occupy Oakland Wrong On Port Of Oakland Protest

Do Right BJU! The Principals of Protest!
2011-12-10 19:14:00 I?m sure some of you remember the backlash of the Tina Anderson story. The Independent Fundamental Baptist Churches all felt they were being branded for actions taken by the few. Yes, you tend to hear these type of responses anytime something ugly like this happens. Unfortunately, the victims tend to be lost in most of it. Sadly, Bob Jones University is showing that Chuck Phelp?s response ISN?T all that uncommon. Sounds like the ?few? are the ones that can see the failings in this case. On a very optimistic note, there have been students from the Bob Jones University that have stepped up to call out issues that arose that made them feel uncomfortable and unsafe. Chuck Phelps as you may remember feels that he is the true victim in what happened. He has taken credit for the conviction of Ernie Willis, and yet still feels justified on leaving his website up calling Tina Anderson a liar. How can you take credit for a conviction of th...

WORLDWIDE UNREST
2011-10-04 08:55:00 A recent New York Times article highlights a very fascinating and intriguing movement that's sweeping the globe--unrest. Yes, we've seen it everywhere this year, from the Twitter-induced revolution in Libya, to the riots in London, to the more recent Occupy Wall Street protests in New York City. According to the article, more young people than ever before are outraged with politics and government corruption, and letting it be known! A big factor, the article also explains, has a lot to do with the leaderless Web culture that is so prominent among many of these young rebels. The resources available via the Internet have created almost perfect storm conditions for worldwide upheaval.
POLICE BRUTALITY AT OCCUPY WALL STREET
2011-09-30 17:08:00 The recent Occupy Wall Street protest in New York City is garnering national/international outrage, and not necessarily just because of the nature of the demonstration. Instead, the spotlight is being placed on NYPD officers for their aggressive and downright abusive response to peaceful protestors. The following is an MSNBC report from Lawrence O'Donnell (The Last Word) that focuses on some very candid examples of the excessive force caught on camera. Some truly disturbing images that raise a lot of questions...

2011-08-30 23:40:00 Some surprising news has hit the web. According to several reports Splash actress Daryl Hannah was hauled away in cuffs and arrested after protesting an oil pipeline at the White House. Get all the details here. Fifty-year old actress Daryl Hannah was arrested today at the White House, where she reportedly took part in a sit-in at the famous address of Pennsylvania Avenue. Hannah was there to take part in a protest against a pipeline expansion project that would “significantly increase the amount of oil the United States imports from Canada’s controversial Alberta oil sands,” per CNN. More than a hundred people showed up in attendance to object the plan. Before Daryl Hannah was arrested she reportedly shared her anger regarding the issues at hand. “We stand here today to just say no to slavery, to just say no to tar, sands, oil, and no to the Keystone pipeline.” CNN did make an effort to find out more on Hannah, calling her representative this past Tues...

UK In Flames. But Not India. Anna Hazare Sets Example Of Peaceful Protest
2011-08-17 03:08:00 It is known that many parts India can be a tinderbox waiting for a spark. And yet vast numbers of Indian people, irrespective of caste, education, age, political or religious affiliation are pouring onto the streets in peaceful protest against the jailing of Anna Hazare, the 74-year old anti-corruption crusader. A curious reader can search beyond the main Indian city dailies, and will find that the mass protests are spreading far, wide and deep in India. In Europe, the surging triumphs of the 1848 'revolutions' were effectively suppressed within a year. If Indians persist, if they can manage to calm down the hotheads, perhaps great change can be effected in India. This, however, may be her last chance for peaceful change. Anna Hazare. Man of peace in Gandhian tradition The Manmohan Singh government, amidst many corruption scandals, has been bent on watering down an anti-corruption Bill proposed by Anna Hazare and his team. It is now clearly running scared, willfully oblivio...
San Francisco CPMC Hospital Protest At City Hall - Mayor's Office Absent
2011-07-18 06:53:00 On Friday, San Francisco City Hall got a visit from some "Angry Birds" in the form of supporters of an effort to build a new California Pacific Medical Center Hospital at Cathedral Hill. What has been described as a "complex," six-year negotiating battle, has evolved to the point where CPMC, upset that community opposition is standing in the way of job creation, called out as many people as it could collectively get it's hands on - employees, spouses and significant others of employees, and even kids - to come to San Franciso's City Hall and show support on it's steps. What's the problem? At issue is something called The Cathedral Hill Facility (pictured at left). What the nonprofit California Pacific Medical Center wants to do is build the $1.9 billion edifice and it wants to rebuild the St. Luke?s Hospital in the Mission district, said to be "aging." But the sticking point, according to The San Francisco Examiner, is that San Francisco Mayor Ed Lee has asked for $10...

Union Thugs Protest The Wrong Place!
2011-05-25 18:00:00 -By Warner Todd Huston I guess that getting the correct information when arranging a smear campaign and protest is not necessary when you are the Service Employees International Union (SEIU). Who needs to be in the right when you are an important, powerful, politically connected union, eh? The seriousness of the charge and the effort to "raise awareness" is far more important than targeting the right people to smear, right? It seems that the SEIU decided to picket against Marcellus Shale drilling, sometimes called hydrofracking, and the severance tax associated with it. So the government employee union picked a site in Hastings, Pennsylvania to highlight this subject and to shame the company that owns the property into siding with them....

2011-05-09 20:51:00 By: Michael H. Possible Extension of GAO's Protest Authority in the Works
2011-03-10 16:42:00 By: Edward T. DeLisle As part of the National Defense Authorization Act of 2008 (the 2008 Act), Congress provided the General Accounting Office (GAO) with the authority to hear protests involving certain task and delivery order contracts emanating from both defense and civilian agencies. At the time, this authority was limited to a period of three years, meaning that it was set to expire later this year. A few months ago, President Obama signed the National Defense Authorization Act of 2011 (the 2011 Act). As part of that Act, Congress partially extended the GAO’s authority. It permitted the GAO to continue hearing task and delivery order protests for contracts in excess of $10 million, but only for those contracts issued by Department of Defense agencies. For a reason not readily apparent, Congress failed to extend the GAO’s authority over civilian agencies. A bill has emerged in the Senate to address this omission. As reported by Law360, Senate Bill 498, entitle...

Should a Federal Construction Contractor File a Bid Protest?
2011-01-03 20:09:00 By: Michael H. Payne To protest or not to protest, that is the question. That may sound a little like William Shakespeare, but it actually is a question frequently posed by federal contractors. Particularly in the world of “best value” contracting, where subjective evaluation factors are applied to make source selections, contractors often feel that award decisions are unfair. A bid protest offers the possibility of relief in the form of corrective action by the agency, or in the form of a favorable protest decision by the agency, the GAO, or the United States Court of Federal Claims. Successful protests, however, require knowledge of procedural rules, an understanding of applicable procurement regulations, and knowledge of the extensive body of GAO and federal court decisions. Put simply, it is a waste of time and money to file a protest that is untimely or that does not lay out the basis for the protest properly. Similarly, it is very important to know whether a proc...

Democrat Rep. Halvorson (Illinois) Sponsors Protest Rally Calling Opponent
2010-09-17 22:30:00 -By Warner Todd Huston First time Representative Democrat Debbie Halvorson of Illinois' 11th District is struggling in the polls against Republican Adam Kinzinger. Her desperation is starting to show, too, because her office just got caught supplying Democrat staffers to a protest rally holding signs that call Kinzinger a Nazi. Kinzinger is a veteran of the U.S. Air Force and flew missions in Iraq. A line of protesters showed up at a Kinzinger appearance on Sept. 15th sporting signs calling the Republican military vet a Nazi. Kinzinger's folks filmed the little protest and followed the perpetrators right back to Halvorson's office. Video reveals that Halvorson's office workers seemed to know the protesters. Kinzinger wants to know why these outrageous, over-the-top...

Rosie O'Donnell Says Her Marriage was a Political Protest, Gays Treate
2010-08-08 19:00:00 -By Warner Todd Huston In yet one more example among thousands, we see why loud-mouth, extreme left-wing talker Rosie O'Donnell is wholly unworthy of a national forum. In a recent segment of her satellite radio show Rosie Radio, O'Donnell idiotically claimed that gays were being "rounded up" in America so that a "pink triangle" could be slapped on them just like they were during the Holocaust. But just as obscenely, O'Donnell admitted that her marriage to Kelly Carpenter was only a political statement, one of "civil disobedience," instead of a marriage of love proving that the whole issue of "gay marriage" has nothing at all to do with rights or "love" but is solely one of politics. On her show,...

About 250 Chicago high school students from Northside Prep, Payton Prep, Jones, Phoenix, and other schools met up at the Daley Plaza and protested, not by carrying signs, but by studying.
