As I reported elsewhere, Qwest is looking to get out of it's MVNO deal with Sprint. Instead, they will be simply reselling Verizon Wireless service. Qwest customers with more than one service will be able to retain combined billing once Verizon Wireless and Qwest get their billing systems talking with one another. The obvious question that came from this: what's going to happen to the existing Qwest Wireless customers? Their PR folks told me that the Sprint MVNO agreement doesn't expire until February 2009 and existing customers will continue to receive service without any need to take action. Existing customers will be given a choice to change their service to Verizon Wireless, though the exact details of how and when this will occur is still being developed. Qwest is offering 20MBPS DSL to some customers and is investing $300 million to bring it to a few more this year. Unlike AT&T who is pretty much devoting new bandwidth to deliver pay TV, Qwest will sell you the whole pipe as it were, but at a rather princely price: The price for 20Mbps/1Mbps service without phone service is $105, a price that jumps to $115 per month after a year. The price for 12Mbps/1Mbps service in that market is $52 a month, a price that jumps to $65 a month after 12 months. Still no official announcement from the company, but we wouldn’t be surprised to see it surface this week. (DSL reports)

Qwest has an interesting history. Before merging with US West and all of the skullduggery worth of an Enron, the company was in the backbone and access business. Original chairman Phillip Anschutz creatively utilized his extensive railroad right of ways to build a long haul fiber optic network. The company usually resolved performance problems by trowing more bandwidth at them as opposed to looking for a way to constrain specific uses of bandwidth (if you own lots of fiber, it’s actually a cheaper way to solve performance problems). The company was also a pioneer in using VOIP for its long distance and business voice services. The US West deal was originally touted as a way to break through the deadlocked last mile to consumers. Qwest Proposes Universal Service Changes Posted by samc on June 28th, 2007 Qwest proposed Wednesday to create a program that would subsidize high-speed Internet deployment to underserved rural areas that are not cost-effective for companies to service, reports the Denver Post. The program would be managed by state public utilities commissions and funded by the Universal Service Fund. The USF fund receives about $4 billion annually from a surcharge on the bill of every U.S. customer. About $1 billion of that is funneled to wireless carriers that provide service to rural customers, said Steve Davis, Qwest’s senior vice president of public policy. Qwest’s 14-state local-phone service territory includes vast rural areas. They want to change the wireless phone subsidy from per-user to per-household, which would cut the amount given to wireless carriers by about $500 million annually.
