Lucille P. Gatchell, 64, of Gloucester was arrested and charged with driving under the influence of alcohol and failure to stay in marked lanes, a police report said.Gatchell's blood alcohol level was .20, more than twice the legal limit, the report said."Mrs. Bullock was very personable and was concerned for (Gatchell's) well-being," said Police Officer Kevin Mackey, who responded to the scene.Mackey said when he approached the scene James and Bullock were hugging each other.
