Former ministry secretary general gets two years in jail

The Criminal Corruption Court here Monday handed down a jail sentence of two years on former Justice and Human Rights Mnistry secretary general Zulkarnain Yunus for corruption. Zulkarnaen Yunus was found guilty of corruption in the procurement of an automatic fingerprint identification system (AFIS) which caused a loss of Rp6.4 billion to the state. Besides Zulkarnaen, the court also sentenced to three years the AFIS project chief, Apendi, who was also head of the ministry`s logistics affairs.The judge said an aggravating factor in Zulkarnaen`s case was that he was a justice and human rights ministry official with a good knowledge of the law. Ban pointed out the devastation wrought in developing countries because of global warming's impacts. Those same countries don't have the resources to cope with the effects, and yet have contributed to least to the cause of the problem. Ban laid out a clear timetable for action while California recently to learn about the state's aggressive campaign to cut climate change emissions. The General Assembly meets this week to discuss the issue, and Ban will convene a high-level meeting on September 24th in New York. Negotiations will begin in Bali in December. Key to those negotiations is hammering out a plan for a post-Kyoto Protocol world. Countries and tribes always clashed; civil and border wars are historical routine. Competition in power is the only way for international readjustments. Twenty-first century borders are no more fixed or eternal than the first-century ones. No country or tribe willingly gives away land or influence, but only in war or under a threat. Peacekeeping operations proved utter failure: at most, the empires arbitrarily redraw the borders to everyone’s discontent; usually, they only quash the violence and leave the fundamental problems to boil and eventually erupt.
