We’ve blogged about MNP and how it could affect the telecom space. So, it was a pleasant surprise when TRAI finally issued draft guidelines, a definitive step towards the implementation of MNP. However, much like the 3G Auction fiasco, it has faced roadblocks. TRAI issues draft guidelines for mobile number portability
2009-07-02 11:38:00 It seems TRAI wants to leave no stone unturned for smooth implementation of Mobile Number Portability in India. It has therefore issued a draft legislation to clear the uncertainty surrounding the introduction of mobile number portability. The draft guidelines describes the rights, obligations and duties of both the telecom operators in consideration for the changing of telecom operators by subscribers. The draft guidelines lays down major rules such as: A mobile subscriber shall be eligible to make a request for “porting” (changing) his mobile number upon expiry of a period of ninety days from the date of activation of his present mobile connection. The recipient operator, within five days of receiving a written request, has to carry out subscriber verification according to the guidelines for acquiring a new user. The platform would enable subscribers to come forward with their grievances either through Online or SMS platform. TRAI is the regulatory body for telecom related services in India. As such it is facing ire from lot of telecom subscribers complaining about low service quality experience with Telcos and MVAS providers. The platform will first direct the grievances received from new platforms to the respective service providers and if those service providers are unable to redress the grievance within a set time frame, TRAI appointed personnel’s will look into the problem. IAMAI has appointed Shailesh Rao, MD - Google India, as its chairperson and Ambareesh Murty, country manager of eBay India, as vice-chairperson for 2009-2010. The earlier chairman of IAMAI was Sanjeev Bikhchandani of Naukri (Infoedge Pvt Ltd). TRAI on the other end has appointed Dr J.S. Sarma as its Chairman. Before joining TRAI, Dr Sarma was holding the post of Member in Telecom Disputes Settlement and Appellate Tribunal (TDSAT). He was earlier Chairman of the Telecom Commission. It has also been predicted that India is all set to become the second largest mobile market by 2010.Is it possible to reach this milestone much earlier? From April 1st next month its happy days for all the mobile consumers in India. The Telecom Regulatory Authority of India (TRAI) has decided to completely phase out Access Deficit charge (ADC), thus paving the way for lower tariffs and cheaper calls. ADC is a levy paid by private players like Airtel, Vodafone etc to Bharat Sanchar Nigam Limited (BSNL) for offering services in rural areas. It exists in two parts: domestic service providers pay 0.75 percent of their adjusted gross revenue (AGR), while international long distance (ILD) service providers pay Re 1 per minute on international incoming calls. 2008-03-24 10:10:00 NEW DELHI: Taking a tough stand against the menace of unwanted calls on phones, Telecom Regulatory body TRAI on Monday said it will impose a fine of up to Rs 20,000 on service providers for non-compliance of its directive regarding unsolicited tele-marketing calls and messages.TRAI has amended the Telecom Unsolicited Commercial Communications (UCC) (Amendment) Regulations, 2008, under which if any telecom service provider does not comply with provisions of the Regulations he would be fined up to Rs 5,000 for the first instance and not more than Rs 20,000 for every subsequent instance, TRAI said in a statement.It will also levi a tariff of Rs 500 on the registered telemarketer for the first unsolicited call and Rs 1,000 for the second or any subsequent unsolicited call.To discourage the registered telemarketers from sending Unsolicited Commercial Communications, the Telecommunication Tariff Order, 1999 is also being amended simultaneously by the TTO (Forty- seventh Amendment).
