Inflation is a situation in which prices of most goods and services rise pretty much across the boad, whereas a relative price index is when prices of some items mght rise in comparison to prices of all other items esp. easy monetaary conditions. Secondly due to a structural change of some items scarier than others that we consume (eg the recent rice shortage scare). Thirdly there are long term factors and short term immediate caouses for price change (eg oil, rice) for short term hike is caused by speculation, supply shock or policy changes.
