Inflation is a situation in which prices of most goods and services rise pretty much across the boad, whereas a relative price index is when prices of some items mght rise in comparison to prices of all other items esp. easy monetaary conditions. Secondly due to a structural change of some items scarier than others that we consume (eg the recent rice shortage scare).
