These countries have been if not historical enemies then at least very wary of each other for a long time. The stated purpose of these military exercises is to be a visible counter balance to US power. The timing of it is interesting, with the US being distracted in the middle east as we are. No doubt, there is a lot of apprehension of America in a former super power such as Russia and a rising possible future super power such as China. Regardless of the motivation this must surely be causing some raised eyebrows at the minimum in US military circles. I would have to wonder if both countries would sand bag each other to hide their full military potentials. Silly question really.
