Although no alcohol or illegal narcotics were discovered in Heather's system, the Santa Barbara County Deputy District Attorney Lee Carter tells TMZ.com they believe the prescription medications found in her system "could have impaired her ability to safely drive a motor vehicle." Heather was picked up by a California Highway Patrol officer following a 911 call reporting that she was "driving erratically." When the officer caught up with the the actress, her car was parked on a state highway, blocking a lane of traffic. In June, the actress sought treatment for for psychological issues at an Arizona medical facility. "Heather has been dealing with anxiety and depression," her rep said in a statement at the time.
