The dirty little secret that many of our government agencies have- that would not work in the private sector- is that the union contracts allow for tenure or seniority to supercede merit or qualifications for job positions. Take Illinois' Department of Children and Family Services, where most positions are employed by AFSCME (American Federation of State County and Municipal employees) members. Most, if not all, union positions at DCFS are filled according to length of service and not merit. Many positions are staffed by people with over 30 years experience who simply are not qualified to do the work they are doing as they lack the practical experience to fulfil the job requirements.
